Title: Socio-economic impacts of the identification of priority hazardous substances under the water framework directive

Abstract
Following recent adoption of the Water Framework Directive (WFD), the European Commission is required to identify, from a list of 32 priority substances (PS), the priority hazardous substances (PHS) that are of particular concern for the aquatic environment. Consideration of the socioeconomic implications is part of the proposed procedure for the identification of PHSs. The objective of this study is to assess the socio-economic costs, on a mainly qualitative basis, of the possible identification of substances as PHSs. It is a short study based mainly upon existing literature. A more comprehensive assessment of the impacts will be carried out at a later stage. Costs have been assessed taking into account the effects of existing legislation and conventions relating to the PS and have been considered in the context of the maximum 20 year time period allowed for cessation of discharges, emissions and losses of PHSs. For the purposes of this study, such cessation has been taken to imply a phase-out of production and use of substances. Consideration has been given to the suitability of substitutes for the PS and the distributional and employment effects of a phase-out. Whilst efforts have been made to ensure that the most relevant information has been obtained, given the short timeframe for the project, its wide scope (32 substances or groups of substances) and its literature-based nature, it is inevitable that there will be cost information which has not been taken into account. Thus, the discussion represents the best information available to the consultants at the time of writing, rather than the best information available per se. It is evident that there are potentially vast implications associated with the phasing-out of certain substances, whilst for others there may be relatively few costs. This is especially true in cases where other legislation or conventions require a phase-out (making the WFD cost neutral). Abstract
No-one doubts that industrial activity is essential for the economy, citizens' wellbeing and maintenance of employment. However, data from the European Environment Agency1 show that the state of the environment continues to deteriorate in various fields. Despite remarkable progress made in recent decades in virtually all industrial sectors in terms of ecological efficiency of production processes, a great deal remains to be done before we will have reached a sustainable standards. We need to reduce substantially atmospheric emissions - in particular those contributing to climate change - and water pollution, water and energy consumption, the use of toxic substances, the quantity of non-recyclable waste, etc. One of the key methods for meeting this challenge is through technological development. This involves improving the capacity of industry to innovate. In order to stimulate this preventive approach, the European Union's policy combines legislative requirements, R&D and financial support for innovative projects, in particular LIFE-Environment projects. At the legislative level, every operator of a major industrial installation must apply the "best available techniques" (BAT) to prevent or substantially reduce adverse effects on the environment. This obligation - soon to be applicable throughout the Europe of the Twenty-Five - is laid down in the integrated pollution prevention and control directive. The European Commission recently published a communication on its implementation. It called upon the Member States to enhance their efforts and has organised large-scale consultation 2.LIFE provides industrial innovators with support that may be decisive, in particular within small and medium-sized industries, in demonstrating the feasibility of promising technologies and ensuring dissemination of positive results. Title: Alternative Technology Options for Road and Air Transport
Abstract
In the transport sector, despite a number of political initiatives, the energy demands as well as greenhouse gas emissions are growing at an alarming speed. This holds true especially for road and air transport. Recent volatility in oil prices as well as the corresponding political instabilities in important oil-exporting countries has -again - brought the oil dependence of these sectors as well as related issues of energy security and economic perspectives to public and political attention. One option to break through the vicious circle between economic growth, energy demand in transport and oil dependence is to substitute oil-based fuels and propulsion technologies with alternative technologies. A wide range of non oil-based options for road and air transport has been developed in the last decade, and some technologies are already commercialised. However, it is currently impossible to predict which technologies will emerge as the front-runners for Europe. [European Parliament]

Title: The European environment – state and outlook 2010 : Consumption and the environment
Abstract
The consumption of goods and services in EEA member countries is a major driver of global resource use — and associated environmental impacts. Growth in global trade is resulting in an increasing share of environmental pressures and impacts from European consumption taking place beyond Europe. Food and drink, housing, mobility and tourism are responsible for a large part of the pressures and impacts caused by consumption in the EU. Achieving significant reductions in environmental pressures and impacts will require changing private and public consumption patterns, to supplement gains achieved through better technology and improved production processes.[Author vide copyright]
