On 17 June 2010, the European Council approved the document ‘Europe 2020: A European strategy for smart, sustainable and inclusive growth’. This is a new long-term strategy for the socio-economic development of the European Union. It replaced the Lisbon Strategy that had been implemented since 2000. Abstract
This evaluation report covers CARDS assistance to the former Yugoslav Republic of Macedonia, with a special focus on the Economic Development, Local and Municipal Development and Justice and Home Affairs (JHA) sectors for the period 2000-2006. The interventions concerned the support to Integrated Border Management (IBM), fight against crime, corruption and police reform, education and training, institution building, decentralisation and economic development. They also focused on the overall business climate to foster development of Small and Medium-size Enterprises (SMEs). Abstract
The purpose of this ad hoc interim evaluation is to review the current Phare pre-accession assistance dedicated to support Croatia’s preparation for European Union Structural Funds and to make recommendations for improvements of the current Phare programmes, as well as an input to the debate on future programming and implementation arrangements under the new Instrument for Pre-Accession in the Croatian context.This ad hoc interim evaluation report has been prepared by the MWH Consortium 1 during the period from September 2008 to October 2008 and reflects the situation at 31 October 2008, thecut-off date for the report.The evaluation is based on an analysis of programme documents, including previous ex postand interim evaluations, and on interviews with beneficiaries and stakeholders. It examines the performance of the Phare support dedicated to Croatia’s preparation for Structural Instruments in addressing the objectives stated in the formal programming documents and provides a general assessment of the related support being given to Croatia. Abstract
This ad hoc evaluation covers deconcentrated CARDS assistance from 2001-2006 national programmes to Albania....This report was prepared by COWI A/S during the period from June to October 2008 and reflects the situation as of 16 October 2008, the cut of date for the report. The factual basis is the monitoring reports (ROM)3, project documentation and other evaluations. Other findings are based on analysis of Financing Agreements, formal programme documentation, strategic and planning documentation and other relevant published materials. The interviews with the main parties involved in the programming and implementation of this assistance took place in the period from July to September 2008. A self-assessment (as email survey) of the part of the sample which was not subject to interviews and/or desk research was carried out with a number of the main parties.The report examines the progress of the programme towards the objectives stated in the formal programming documents, i.e. Financing Memorandum, Project Fiches, etc. It is intended to provide strategic and operation management information for the Commission Services, the Monitoring Meeting and the beneficiaries. Title: Thematic Interim Evaluation of the European Union Pre-Accession Assistance : Review of Twinning in Croatia
Abstract
The purpose of this thematic interim evaluation is to review the current Phare pre-accession twinning assistance dedicated to Croatia and to make recommendations for improvements of the current Phare twinning programmes, as well as provide an input to the debate on future programming and implementation arrangements for twinning under the new Instrument for Pre-Accession in the Croatian context.This thematic interim evaluation report has been prepared by the MWH Consortium1 during the period from August 2008 to October 2008 and reflects the situation at 31 October 2008, the cut-off date for the report.The evaluation is based on an analysis of programme documents, including previous ex post and interim evaluations, and on interviews with beneficiaries and stakeholders. It examines the performance of the twinning instrument in addressing the objectives stated in the formal programming documents and provides a general assessment of twinning in Croatia. Abstract
The purpose of this ex post evaluation is to assess the contribution of the 1999-2001 Phare national and cross-border co-operation (CBC) programmes to supporting Bulgaria in meeting the Copenhagen criteria so as to facilitate its accession to the European Union. This is an indepth evaluation which also includes an analysis of post-2001 allocations.This report has been prepared between December 2005 and June 2006,1 and reflects the situation where the Phare national Programmes in the 1999-2001 period have substantially ended. The evaluation is based on an analysis of documents provided at the start, during and on completion of the national Programmes, including previous interim evaluations, on the results of questionnaires, and on interviews with beneficiaries, contractors, and stakeholders. It examines the performance of the programmes in addressing the objectives stated in the formal programming documents, provides a general assessment of the programmes and draws conclusions and lessons learnt from them.The evaluation of Bulgarian national and CBC programmes is one of a series of ten evaluations in the new member states. The evaluations of the eight new member states in 2004 will feed into a consolidated evaluation of Phare national and CBC programmes, which, together with the in-depth evaluations of Romania and Bulgaria, will form part of a consolidated ex post evaluation of the Phare programme.[Author vide copyright]

The evaluation draws conclusions, highlights lessons learned relevant for future cross-border initiatives, and makes recommendations....This ex post Thematic Evaluation Report has been prepared by the MWH Consortium between April 2006 and July 2006,1 and reflects the provision of Phare assistance through the Phare Cross-border Cooperation (CBC) Programmes between 1999 and 2003. The cut-off date of the Thematic Report is 1 May 2006. It addresses four Evaluation Questions focusing on: the contribution of Phare CBC programmes to preparation for INTERREG; impacts and sustainability of support; appropriateness of instruments used and the contribution of CBC to the Phare pre-accession strategy. The Thematic Report draws conclusions, makes recommendations and highlights lessons learned relevant for future cross-border initiatives under the Instrument for Pre-Accession and Neighbourhood Programmes.The thematic evaluation is based on an analysis of documents produced at the start, during and on completion of the CBC programmes, on interviews with European Commission at Headquarters and European Commission Delegations, CBC Implementing Agencies, beneficiaries of CBC activities across a sample of joint programmes in the new Member States, Bulgaria and Romania.
