Title: Civil Society under threat : common legal barriers and potential responses
Abstract
On January 17, 2006, Russia adopted a new federal law amending the legal framework governing non-governmental organizations (NGOs) and giving the government greater control over NGO activity. On July 8, 2005, the President of Kazakhstan signed a new Law on National Security introducing criminal and administrative liability for those who manage or participate in informal associations, such as neighborhood associations. No fewer than five new presidential decrees, edicts, and ministry resolutions were issued in Belarus during 2005, each of which tightened government control over NGOs operating in the country. These are not isolated events. They are part of a growing regulatory backlash against NGOs in many parts of the world. In little more than a year, over twenty countries globally have introduced restrictive regulations aimed at undermining civil society (including at least five countries in Europe and Eurasia.) These countries join scores of others with existing laws, policies and practices that stifle the work of civil society organizations. [David M. Moore]

This analytical report addresses the interesting theme of participation in civil society, exploring the diverse range of activities that constitute active participation. A central part of the analysis involves identifying factors that influence participation, or in other words understanding why some people are active in civil society and why others are not. Title: EU-Russia Human Rights Consultations
Abstract
This reflection document presents an assessment of the human rights consultations between the EU and Russia, placed in the more general context of their cooperation, as well as proposals and suggestions not only to improve their progress, but also to reshape their direction and objectives. It is based on a study of documents relating to these consultations and the other aspects of Russia-EU cooperation, as well as on discussions around these consultations held in Moscow, Brussels and Paris with representatives of the Council of the European Union, the Commission, and of Russian and international NGOs. It will focus on the respective positions of the different actors in this dialogue, and in particular the ways in which the roles of the European Parliament and civil society can be strengthened. Abstract
The purpose of this evaluation is to provide policy-makers and managers of the Commission’s relevant external co-operation Services as well as other relevant DGs (such as DG Trade and DG Environment), and the EC Delegations in Chisinau and Kiev, with an independent assessment of the EC programme of co-operation with Moldova. The quality of EC assistance is assessed on the basis of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) criteria of relevance, effectiveness, impact, efficiency, and sustainability. The "3Cs" of coordination, complementarity, and coherence are also covered. The period covered by the evaluation is 2000-2006. However, as it is intended to be a forward-looking document, the team did not abruptly truncate the analysis at the end of 2006.[Author vide copyright]
