Title: Civil Society under threat : common legal barriers and potential responses
Abstract
On January 17, 2006, Russia adopted a new federal law amending the legal framework governing non-governmental organizations (NGOs) and giving the government greater control over NGO activity. On July 8, 2005, the President of Kazakhstan signed a new Law on National Security introducing criminal and administrative liability for those who manage or participate in informal associations, such as neighborhood associations. No fewer than five new presidential decrees, edicts, and ministry resolutions were issued in Belarus during 2005, each of which tightened government control over NGOs operating in the country. These are not isolated events. They are part of a growing regulatory backlash against NGOs in many parts of the world. In little more than a year, over twenty countries globally have introduced restrictive regulations aimed at undermining civil society (including at least five countries in Europe and Eurasia.) These countries join scores of others with existing laws, policies and practices that stifle the work of civil society organizations. [David M. Moore]

Title: EU-Russia Human Rights Consultations
Abstract
This reflection document presents an assessment of the human rights consultations between the EU and Russia, placed in the more general context of their cooperation, as well as proposals and suggestions not only to improve their progress, but also to reshape their direction and objectives. It is based on a study of documents relating to these consultations and the other aspects of Russia-EU cooperation, as well as on discussions around these consultations held in Moscow, Brussels and Paris with representatives of the Council of the European Union, the Commission, and of Russian and international NGOs. It will focus on the respective positions of the different actors in this dialogue, and in particular the ways in which the roles of the European Parliament and civil society can be strengthened. Perhaps the financial and economic crisis, which has now emerged as a fundamental crisis of the EU’s role in European society, can be seen as an opportunity to rejuvenate civil society to different, and potentially more productive and co-operative roles in decision-making processes. As is raised in this study, we could even start to rethink the meaning of democratic participation in policymaking by civil society. We show there is a potential for civil society in all of its different colours to facilitate engagement of European citizens for better, more constructive, engaged and fulfilling lives.[Author vide Copyright]

Abstract
This report presents the final evaluation, commissioned by DEVCO/B2 and implemented between December 2012 and April 2013, of the Thematic Programme "Non-State Actors and Local Authorities in Development" (NSA- LA) 2007-2013. The sum of €1,571,075,501.66 was allocated in Annual Action Programmes (AAPs) for the period 2007-2013. The Programme is divided into 3 objectives. Objective 1 of the Programme is to promote an inclusive and empowered society in partner countries that will facilitate NSA and LA participation in poverty reduction and sustainable development strategies. Objective 2 is to promote awareness raising and development education in the EU and acceding countries about development issues. Abstract
The present report is an evaluation of the projects aiming at the abolition of the death penalty (ADP), financed under the European Initiative on Democracy and Human Rights (EIDHR). The evaluation, undertaken between November 2006 and February 2007, covers a portfolio of 28 projects, some dating back to 1994, whose total budget was approximately € 11,394,150.The evaluation’s overall objective is “to help the European Commission to improve the impact of EIDHR projects supporting civil society activities aiming at the abolition of death penalty, by strengthening the Commission's ability to draw on lessons learnt of past and ongoing interventions for future planning, programming and project identification.”[Author vide copyright]

The Civil Society Facility (CSF) was established in 2008 under the Instrument for Pre-accession, with the purpose of supporting the development of an active civil society capable of participating in public debate on democracy, human rights, social inclusion and the rule of law. Abstract
The evaluation covers the Commission’s co-operation with the Mediterranean Partner Countries (MPC) implemented under the MEDA II Regulation over the period 2000-2006. It includes Commission funds managed by the European Investment Bank (EIB). Geographically it covers the MEDA-8 countries (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, WB&GS;) and Israel (eligible for regional cooperation only). Its objective is twofold: (i°) to analyse the performance of the Commission’s assistance to the Mediterranean Partner Countries in the framework of the MEDA II Regulation ; (ii°) to draw lessons from past co-operation so as, first, to improve implementation of the current strategy and, second, to aid preparation of the future strategy and indicative programmes under the European Neighbourhood Policy Instrument (ENPI) that succeeds and replaces the MEDA II Regulation.[Author vide copyright]
