Title: Roma in an Expanding Europe: Breaking the Poverty Cycle

Abstract
Poverty among Roma remains one of the most pressing issues for Central and Eastern European states as they move toward EU integration and sustained economic development. Using a variety of sources and approaches, this report examines the nature of Roma poverty-a multifaceted challenge that can only be addressed by a policy approach that attends to all dimensions of Roma social exclusion and focuses on the potential contributions Roma can make to social and economic development. Since the dominant policy approach in the years after socialism has tended to rely on a fragmented set of projects, often delivered by local NGOs with limited assistance from the state, the opportunity exists to make a difference. The next step is to integrate the lessons of this experience into policy. The mechanisms to facilitate this have been put in place. Most Central and East European countries have formulated strategies for improving the conditions of Roma and established institutions to develop, coordinate, and administer policies and projects. However, the agenda is complex and improvements will not come overnight. Indeed, poverty among Roma communities in some West European countries highlights the scope of the challenge. Effective policy responses will require a multilayered approach involving cross-country partnerships among Roma and international organisations, national and local governments, NGOs and communities. Title: Ethnic minorities in the labour market: an urgent call for better social inclusion
Abstract
The report is drawn up to identify which barriers prevent members of ethnic minorities from fully participating in society and in the labour market. Moreover, it aims at analysing which policies have been developed and are applied by public policy and by businesses (as well as by public-private partnerships) to overcome these problems. Title: Breaking the barriers: romani women and access to public health care
Abstract
This project aims to build upon on the findings of the Organization for Security and Cooperation in Europe (OSCE) High Commissioner on National Minorities (HCNM) Report on the Situation of Roma and Sinti in the OSCE Area (April 2000). Specifically, the inadequacy of available information relating to this self-evidently important subject merited a substantial study and report with a policy orientation. As such, the project sought to reveal and understand better the situation of Romani women with regard to the vital subject of health care, to examine it in terms of applicable standards and the genuine needs of the population, and to draw appropriate conclusions and to propose practical recommendations. The project thus sought to stimulate the interest and action of others, especially governments, and to contribute momentum to a nascent European-wide movement of Romani women for their own empowerment as free and responsible citizens. The aim of the review is to summarise the achievements of Phare Roma programmes in the five countries where integration of Roma minorities was specified as an Accession Partnership priority (Bulgaria, Czech Republic, Hungary, Romania and Slovakia) and to consider to what extent they have contributed to a wider social inclusion agenda.
