Abstract
Die Absicht dieses Berichts ist es, Ministern, Beamten, politischen Entscheidungsträgern und sonstigen Personen, die ein Interesse am Schutz unserer Gewässer haben, einen allgemeinen Überblick über die wichtigsten Wasserprobleme in Europa zu geben. Er ist eine Zusammenfassung der Arbeit der Europäischen Umweltagentur (EUA) und deren Themenzentrum Binngewässer (ETC/IW). Der Bereicht ist eine Zusammenfassung der wesentlichen Ergebnisse von neun Berichten zu Wasserqualität und -ressourcen , die in den letzten fünf Jahren von der Europäischen Umweltagentur veröffentlicht wurden. Er ist für den interessierten Laien geschrieben und soll dem Leser die relevanten Kenntnisse möglichst effizient und umfassend vermitteln. Abstract
Whether in the area of high sulphur dioxideconcentration, lead emissions or waste water1, environmental legislation in the European Community and the Member States has made decisive progress during the last 30 years. Much still needs to be done however, if we are to pass on a healthy environment, with its natural heritage safeguarded, to our descendants. Current trends in a number of areas ? such as transport, energy, industry, tourism, land management and use ? will exacerbate their detrimental effects even further if appropriate measures are not taken. To be completely effective, these measures must not only take the form of regulations or constraints to be observed. They must also be underpinned by a voluntary commitment. It was to encourage such commitment on the part of industries that the European Commission adopted the Community Eco-Management Audit Scheme, or EMAS2, in 1993. This scheme offers companies that are willing to commit themselves to a better management of their environment a flexible tool and a good cost-effective approach. Since it was reviewed in 2001, it has also been applicable to any public body which promotes ?good governance? in the environmental sphere. EMAS?s progress within the European Union is encouraging. Nevertheless, some organisations, particularly small and medium-sized enterprises, experience difficulties in carrying out its procedures. The LIFE programme, which has supported EMAS since it was launched, has a part to play in testing practical solutions. This can be considered complementary to the necessary legislative measures in favour of organisations that have committed themselves to this course. LIFE has the financial resources to set up a series of practical projects to promote EMAS more widely and to encourage its application through new approaches. This edition of LIFE FOCUS presents ten successful experiences selected from among the LIFE projects that have either prepared the way for EMAS or that have implemented it. The second objective is to provide a series of practical LIFENature examples of successful communication techniques used by LIFE projects to communicate with different interest groups (part 2). The final objective is to offer some basic guidelines and practical advice on how to communicate effectively on Natura 2000 with different audiences, based on the LIFE experiences. This report focuses on our ability to continue to provide for our needs by drawing on the natural world. Title: Alternative progress indicators to Gross Domestic Product (GDP) as a means towards sustainable development
Abstract
Assessing existing policies or developing new policy options requires indicators showing where a community stands, where it is going and how far it is from where it wants to be. Indicators are necessary in all steps of the policy cycle: to describe the current situation/problem; to analyse the causes; to identify possible solutions and analyse, select and implement policy proposals; to monitor and evaluate the policies and to communicate the outcomes at all steps of the policy cycle. Economic performance is generally being measured through GDP (Gross Domestic Product), a variable that has also become the de facto universal metric for 'standards of living'. However, GDP does not properly account for social and environmental costs and benefits. It is also difficult to achieve sustainable decision-making aiming at sustainable progress and wellbeing if welfare is being considered from a purely financial point of view. Sustainable development can be defined as "Development that meets the needs of the present without compromising the ability of future generations to meet their own needs". Therefore, in order to effectively measure 'progress, wealth and well-being', one must go beyond GDP. There are plentiful economic opportunities: the potential for eco-industries is huge and Europe should take advantage - and even drive the development - of booming global markets. Socially, there are close links between a sound environment and social equity and cohesion. On the other hand, some sectors and groups may temporarily be more aff ected than others. An increasing part of the overall policy package will be to take these potential impacts into account, and try to mitigate them. Environment policy increasingly has to integrate economic and social dimensions and also has to be integrated into sectoral policies to reach its intended objectives. We must be aware of its possible consequences in other policy areas, become more cost-eff ective and promote synergies whenever possible. Abstract
This report presents the final evaluation, commissioned by DEVCO/B2 and implemented between December 2012 and April 2013, of the Thematic Programme "Non-State Actors and Local Authorities in Development" (NSA- LA) 2007-2013. The sum of €1,571,075,501.66 was allocated in Annual Action Programmes (AAPs) for the period 2007-2013. The Programme is divided into 3 objectives. Objective 1 of the Programme is to promote an inclusive and empowered society in partner countries that will facilitate NSA and LA participation in poverty reduction and sustainable development strategies. Objective 2 is to promote awareness raising and development education in the EU and acceding countries about development issues. Objective 3 is to facilitate the coordination and communication of NSA and LA networks in EU and acceding countries.[Author vide copyright]

Abstract
This information note is part of the European Commission's Agenda for Change, in which sustainable agriculture is a priority. It begins with an executive summary (Chapter 2), followed by a discussion of the importance of smallholder access to agricultural markets in Chapter 3. Chapters 4 to 7 provide a review of some of the tools that help bring about such access:Market information systems (MIS)Inventory credit (IC) or the warehouse receipt system Agricultural commodity exchanges (ACE)Contract farming (CF)In addition to MIS, IC and CF, two risk management tools that have recently emerged are briefly examined in Chapter 8:Index-based insuranceSmoothing fundsChapter 9 deals with EU cooperation with regard to the aforementioned tools, and examples of measures are set out in Annexes 5 (a), (b), and (c). The paper concludes with a series of general recommendations (Chapter 10).The study conducted for the Commission on which this information note is based is entitled Review of some approaches to support small-scale producers in developing countries for the marketing of agricultural products, including market information systems (MIS), agricultural commodity exchanges (ACE) and contract farming (CF). Abstract
This evaluation aims to provide an overall independent assessment of the European Union’s cooperation and partnership relations with the Pacific region over 2006-2012. On the basis of this assessment, it provides recommendations to improve the EU’s current and future strategies, programmes and actions. The evaluation scope covers regional cooperation implemented in 15 Pacific island states and four Overseas Countries and Territories of the EU Member States. Country-level cooperation is also considered, but only insofar as it aides assessment of the coherence and complementarity of the regional cooperation. The key challenge faced by the evaluators was to provide an accurate assessment of EU regional cooperation across such a diverse and disparate range of partner countries and territories.[Author vide copyright]
