Abstract
The context for this study is the Bristol Accord that was agreed at the European Ministerial Informal meeting in Bristol, United Kingdom, on 6th-7th December 2005. The report reviews progress across Europe, identifies a selection of case studies and suggests further work is required to elaborate the European dimension of the Sustainable Communities Agenda. This agenda is being considered in the European Parliament, by the German Presidency of the European Union at the Leipzig Summit in 2007 and in the European Commission, who are finalising the 2007-2013 Structural Funds programme. A stronger focus is required for a more coherent European programme of action if the Sustainable Communities approach is to have better chance of success across Europe's towns and cities. Title: Alternative progress indicators to Gross Domestic Product (GDP) as a means towards sustainable development
Abstract
Assessing existing policies or developing new policy options requires indicators showing where a community stands, where it is going and how far it is from where it wants to be. Indicators are necessary in all steps of the policy cycle: to describe the current situation/problem; to analyse the causes; to identify possible solutions and analyse, select and implement policy proposals; to monitor and evaluate the policies and to communicate the outcomes at all steps of the policy cycle. Economic performance is generally being measured through GDP (Gross Domestic Product), a variable that has also become the de facto universal metric for 'standards of living'. However, GDP does not properly account for social and environmental costs and benefits. It is also difficult to achieve sustainable decision-making aiming at sustainable progress and wellbeing if welfare is being considered from a purely financial point of view. Sustainable development can be defined as "Development that meets the needs of the present without compromising the ability of future generations to meet their own needs". Therefore, in order to effectively measure 'progress, wealth and well-being', one must go beyond GDP. This requires clear and at the same time multidimensional indicators showing the links among a community's economy, environment, and society. [Yanne Goossens]

Title: Policy Coherence for Development and the Effects of EU Fisheries Policies on Development in West Africa
Abstract
The purpose of this study is to provide background information on and analysis of the consequences of the EU Common Fisheries Policy (CFP) on sustainable development in West Africa, and to make recommendations on ways of achieving coherence between its fisheries policies, and other policies, including development policies, trade policies and human rights and good governance policies. The countries treated in this study are the 15 countries in the Economic Community of West African States (ECOWAS) and neighbouring coastal States with which the EU has currently concluded fisheries agreements (Gabon, Mauritania, Morocco and São Tome and Principe). EU fisheries related policies as they relate to West Africa are principally concerned with fisheries access agreements, although trade, illegal, unreported and unregulated (IUU) fishing and structural/fleet policy are also relevant. Fisheries access agreements are agreements between a coastal State and another State for the purpose of providing the fishing vessels of the latter with fishing opportunities in the waters of the former. Over the past three decades, the EU has negotiated fisheries access agreements with more than 30 countries, including several in the broader West African region. Abstract
The Commission wishes to provide further advice and support to Member States on how best to access and use EU funding mechanism for financing the management of the Natura 2000 network. The next phase in our awareness raising strategy is to link the use of the Guidance Handbook on financing Natura 2000 with the elaboration of management plans. We intend to do this by developing an IT-tool to apply the ideas developed in the Guidance Handbook directly to management planning for Natura 2000 sites. The IT-tool is planned to create/outline 'co-financing plans' for individual Natura 2000 sites. The elaboration of the Guidance Handbook together with an IT-tool for easy access to the relevant information is one further step in the strategy of the Commission to support the implementation of Natura 2000 in Member States. Abstract
Conclusions Environment policy increasingly cuts across all policy areas and contributes to shaping our future. It is a driver of structural change. This implies new responsibilities, risks and opportunities. There are plentiful economic opportunities: the potential for eco-industries is huge and Europe should take advantage - and even drive the development - of booming global markets. Socially, there are close links between a sound environment and social equity and cohesion. On the other hand, some sectors and groups may temporarily be more aff ected than others. An increasing part of the overall policy package will be to take these potential impacts into account, and try to mitigate them. Environment policy increasingly has to integrate economic and social dimensions and also has to be integrated into sectoral policies to reach its intended objectives. We must be aware of its possible consequences in other policy areas, become more cost-eff ective and promote synergies whenever possible. Title: Natura 2000 in the Boreal Region
Abstract
With its endless expanse of coniferous forests, mires and lakes, the Boreal Region forms part of a distinct band of vegetation which circles the entire northern hemisphere. Habitat types blend seamlessly into one another, creating a characteristic mosaic landscape of forests and wetlands. Along the coast, bedrock archipelagos intermingle with lowlying brackish fens and meadows, providing ideal nesting grounds for hundreds of thousands of migratory birds. The Boreal Region of the European Union includes most of Sweden and Finland, all of Estonia, Latvia and Lithuania and much of the Baltic Sea. It has a relatively fl at topography, mostly below 500 m. To the north, the zone merges with the forest-tundra of the Arctic, to the west the ground rises up onto the Fennoscandian mountains and, in the south, there is a transition to the deciduous forests of the Continental Region. Forests cover around 60% of the region and dominate the landscape. The majority is used commercially and is, consequently, of reduced conservation value compared to the original natural old-growth forests, which now account for less than 5–10% of the resource. The dominant forest type, known as western taiga, contains a mixture of Norway spruce Picea abies and Scots pine Pinus sylvestris.[Author vide copyright]

Title: Natura 2000 in the Pannonian Region
Abstract
The Pannonian Region is dominated by a large fl at alluvial basin that is transected from north to south by two major rivers – the Danube and Tisza. Once an ancient inland sea, the basin is almost completely enclosed on all sides by low-lying hills and mountains. To the north and east lie the Carpathians, to the west the Alps and, to the south, the Dinarics. All of Hungary is included in the Pannonian Region as are peripheral areas of Slovakia, the Czech Republic and Romania within the EU, as well as Serbia, Croatia and the Ukraine outside the EU.[Author vide copyright]

Title: Natura 2000 in the Macaronesian Region

Abstract
Within the EU, the Macaronesian Region consists of three archipelagos: the Azores, Madeira (both belonging to Portugal) and the Canaries (Spain). All are of volcanic origin and this fact is reflected everywhere in the landscape. Large calderas, jagged mountains and vertiginous cliffs contrast sharply with wide valleys and sheltered bays. These alternating landscapes, combined with the gentle climate, create an ideal environment for a particularly rich array of species and habitats, many of which are endemic. Despite representing only 0.2% of the EU territory, the Macaronesian Region hosts over a quarter of the plant species listed in Annex II of the Habitats Directive. The surrounding seas are equally abundant in wildlife. Many marine animals, from whales to seabirds, seek shelter and food in the deep inshore waters and nutrientrich upwellings emerging from the sea floor.[Author vide copyright]

The Mediterranean basin stretches c.3,800 km east to west from the tip of Portugal to the shores of Lebanon and c.1,000 km north to south from Italy to Morocco and Libya. Within the European Union, the Mediterranean Region encompasses seven Member States either partially (France, Portugal, Italy, Spain) or completely (Greece, Malta, Cyprus). The climate is characterised by hot dry summers and humid, cool winters but it can also be notoriously capricious with sudden torrential downpours or bouts of high winds (eg the Sirocco, the Mistral) occurring at various times of the year. These climatic conditions have a profound infl uence on the vegetation and wildlife of the region. The Mediterranean Region is however under tremendous pressure from humans. It is the number one tourism destination in the world. As a result much of the Mediterranean coastline has disappeared under concrete and there is a constant threat of forest fi res and chronic water shortages. Abstract
Die kontinentale Region erstreckt sich von Westen nach Osten ausgehend von Zentralfrankreich in einem breiten Band über ein Viertel der Europäischen Union. Im Norden reicht die kontinentale Region bis in den Osten Polens und im Süden bis nach Rumänien. Außerhalb der Europäischen Union setzt sich die kontinentale Region nach Asien hin bis zum Ural-Gebirge fort. Im Süden wird sie durch die hohen Gebirgszüge der alpinen Region und die fl achen Steppen der pannonischen Region beinahe in zwei geteilt. Außerdem umfasst die kontinentale Region Teile der Adriaküste und des Baltikums. Insgesamt 13 Länder der Europäischen Union liegen teilweise oder vollständig in der kontinentalen Region. Die kontinentale Region umfasst weite Teile Frankreichs, Deutschlands, Italiens, Polens, Bulgariens und der Tschechischen Republik sowie erhebliche Teile Dänemarks, Belgiens, Österreichs, Sloweniens und Rumäniens. Nur Luxemburg liegt vollständig innerhalb der kontinentalen Region. Schweden dagegen ist nur zu 3 % der kontinentalen Region zuzurechnen.[Author vide copyright]

Abstract
Die atlantische Region erstreckt sich vom Norden des Vereinigten Königreichs und Irlands über die Niederlande sowie über Teile von Deutschland, Dänemark, Belgien und Frankreich bis an die Nordküsten Spaniens und Portugals. Die Entfernung bis zum Meer beträgt maximal 300 km, und da weite Teile der Region fl ach und tief gelegen sind, dringt das Meeresklima weit ins Landesinnere und sorgt für milde Winter und kühle Sommer bei vorwiegend westlichen Winden und ganzjährig mäßigem Niederschlag. Die Region umfasst mehr als die Hälfte der langen zerklüfteten Küste Europas und zwei der produktivsten Meere der Welt: die Nordsee und den nordöstlichen Atlantischen Ozean. Die gewaltige Einwirkung von Gezeiten, Wind und Wellen auf das harte Grundgestein und die weichen Sedimente hat entscheidend zur Entstehung dieser vielfältigen und dynamischen Küste beigetragen, die so reich an unterschiedlichen Lebensräumen und Arten ist. Abstract
Die meisten Länder Europas werden von mehreren großen Gebirgsketten durchzogen. In der Europäischen Union werden sieben der längsten und höchsten Gebirgszüge biogeografisch der alpinen Region zugerechnet. Zur alpinen Region zählen die Alpen im Herzen der Europäischen Union, die von Norden nach Süden ganz Italien durchziehenden Apenninen, die Pyrenäen im spanisch-französischen Grenzgebiet, die Skanden in Schweden, Finnland und Norwegen und die Karpaten, die sich in einem Bogen von der Slowakei bis nach Rumänien erstrecken. Mit dem Beitritt Bulgariens zur Europäischen Union im Jahr 2007 zählen zwei weitere Gebirge zur alpinen Region der EU: der Balkan und das Rhodopen-Gebirge. Unabhängig von der geografischen Lage sind diese Gebirge alle durch ein verhältnismäßig kaltes und raues Klima, große Höhen und eine häufig komplexe vielfältige Topografie gekennzeichnet. Die flacheren Hänge sind mit Wäldern und naturnahen Grasflächen bewachsen. Mit zunehmender Höhe und sinkenden Temperaturen werden die Bäume spärlicher, bis sie schließlich vollständig von Matten, Fjälls und Heidegestrüpp abgelöst werden. In den Gipfellagen beschränkt sich die Vegetation auf einige wenige hoch spezialisierte Arten, die den extremen Wachstumsbedingungen im Felsgestein und auf Schneeflächen standhalten. Dieses große Spektrum an Mikroklimata erklärt die ausgeprägte biologische Vielfalt der alpinen Region. In der alpinen Region leben fast zwei Drittel aller Pflanzen des europäischen Kontinents. In den hohen Gipfellagen kommen viele endemische Arten vor. In den tieferen Lagen ist der Artenmix entscheidend durch die Berührung mit anderen biogeografi schen Regionen und durch die lange Tradition der Bewirtschaftung durch den Menschen geprägt. Von den in der Fauna-Flora-Habitat-Richtlinie (FFH-Richtlinie) genannten Lebensraumtypen und Arten sind in der alpinen Region insgesamt 119 Lebensraumtypen sowie 107 Pflanzen- und 161 Tierarten vertreten. Das bedeutet, mehr mit weniger zu erreichen. Unsere Lebensqualität, unser Wohlstand und das wirtschaftliche Wachstum hängen davon ab, ob es uns gelingt, innerhalb der Grenzen der zur Verfügung stehenden Ressourcen zu leben.
