Title: Institutional change and economic performance in transition economies: the case of Poland |

Abstract Central and East European countries (CEEC) differ significantly with regards to their economic performance despite the fact that external policy prescriptions are very similar in all these countries. Extreme diversity and fragility in the performance of the main economic variables such as GDP growth, unemployment rates, public debt, trade balance and inflation are evident. Moreover, there seems to be no significant convergence on GDP level of the European Union but a considerable divergence among the CEECs and their regions can be observed. This paper argues that the fragility of economic performance is due to a certain level of institutional instability and a lack of consolidating the new institutional arrangements. The behaviour of economic agents is affected not only by formal institutions such as law, new constitutions and organisations, but also by social norms, old values and habits. There has been little consistency between formal and informal institutions since the new institutions were built on the dichotomy between old rules and new formal rules. The inconsistency between both seems to affect economic growth. The paper focuses primarily on Poland as a case study. In Poland, the accession towards the EU and the strong increase in foreign direct investments (FDI) has had a significant impact on growth and trade as well on the institutions of the Polish economy. The paper points out that the Polish economy is affected adversely by such factors as inconsistency between informal rules and new institutional settlement, fragility in the attitudes and behaviour of enterprises and problems of trust between economic agents. The paper consists of two main sections. The first section introduces some basic definitions and a brief overview of the relevant literature. Title: Institutional Settlements for an Enlarged European Union |

Abstract The coming enlargement of the European Union is an opportunity and a challenge for taking decisions on a substantial reform of its institutional framework. After the negative experience of the past Intergovernmental Conferences leading to the Treaties of Amsterdam and Nice, the preparation of the forthcoming Intergovernmental Conference by the European Convention gives hope for a settlement which not only prepares the Union for its enlargement from 15 to 25 or more member states but also comes up with an entirely revised text of the existing treaties. Enlargement without substantial changes of its institutional architecture would lead to suicide of the European Union, contrary to the interests of both the current and the future member states. Instead of being inspired by a state model of political organisation, the constitution of the enlarged Union will be conceived following the principles of multilevel constitutionalism as a tool for the EU citizens to achieve their common goals, complementary to but not substituting the member states and their constitutions. Abstract On 1 May 2004 the EU will enlarge to 25 member states. Member states are uncertain what they will gain or lose from enlargement and they are concerned about the implications for the functioning of the EU. Talk is even of enlargement as a 'leap in the dark'. The reports in this study deal with these issues as well as with reforms of EU institutions and policies discussed by the European Convention. The study evaluates the outcome of accession negotiations from the perspective of 13 member states and four acceding countries. The reports show that the governments of the member states and the acceding countries think that the overall deal, i.e. the terms of accession, are a good compromise. Double standards in Common Agricultural Policy remain controversial although the EU will gradually introduce direct payments for farmers in the new member states, although below levels for the current 15 members. Earlier criticism is repeated regarding transition periods that have been claimed by current member states (e.g. in chapters like transport and movement of workers) and where the EU used superior bargaining power. Austria is dissatisfied with the partial extension of the eco-point system for road transport of heavy goods. In quantitative terms, transition periods claimed by acceding countries by far outnumber those claimed by the member states.
