Title: A driving force despite everything : Franco-German relations and the Enlarged European Union

Abstract
The analysis of the three fundamental documents of Franco-German co-operation enables us to make a sketch of three scenarios which seem to show the major directions of common action during the past years. Firstly, Franco-German actions are motivated by different national interests and traditions. This divergence of interests may result in constructive common European policies under the condition that both partners share a joint goal for their political and economic projects. In this case, they are capable of drawing up 'compromises by proxy' and of obtaining the support of most of the other member states. In the history of European integration, this has been the case for the implementation of the European Coal and Steel Community as well as of the Monetary Union. But the French-German initiative for ESDP at the European Convention had received a large majority and only failed due to the determined resistance of the United Kingdom. This counter-example and the outcome of the Franco-German propositions in economic and monetary policy - which were hardly constructive - underline the importance of a common vision. Secondly, Paris and Berlin pursue a policy based on converging - if not identical - interests without, however, feeling the necessity to formulate compromises by proxy. The example of the Iraq crisis has shown the risk both countries run in case they end up as a minority and lose their influence unless they seek closer co-operation with their partners. Within the Union of 25 member states, an 'offensive Franco-German harmony' requires a counterbalance by way of the deliberate integration of other partners. Otherwise, Paris and Berlin may harm European community achievements (such as in the debate on the SGP), or even their own legitimacy as the driving force of European integration. Title (other): Slovakia after its 2004 presidential election
Abstract
Ivan Gasparovic, the controversial former president of parliament, has won the presidential election in Slovakia. In the final runoff ballot on 17 April 2004, he defeated his former political associate and former prime minister, Vladimir Meciar. Both of these politicians had been largely responsible for Slovakia's international detachment during the 1990s. As Gasparovic is being supported by the most dynamic opposition power of the populist party Smer ("Direction"), the result of the election is a warning signal for Prime Minister Mikulas Dzurinda's moderate-right coalition. A new axis in Slovak politics is looming on the horizon. In addition, this election is a forewarning to the newly extended European Union. The EU and many in Slovakia are ill at ease with the success of Gasparovic - a politician who had recently disregarded fundamental standards of democracy and the rule of law. Without a doubt, his election to the presidency will have consequences. The outcome of the election has shown that some populist groups and politicians have joined the EU thinking that they are capable of winning elections. The EU must decide how to deal with these members if radical, populist and euroskeptical parties come into power. Of course, such responses will need to review each case individually and must be acceptable to all EU partners. Today, just as Europe is about to expand through the accession of new members such as Poland, Czech Republic, Slovakia, Hungary and six other countries, it is clearer than ever that the Visegrad Four's mission has not come to an end but is gaining new dimensions. The Visegrad Group has fulfilled the tasks that it set itself when it was established. It is advisable to lay out new tasks, suitable for the group's operation in the new European reality - following the EU accession of Visegrad countries in May 2004. The tasks faced by the Visegrad countries in the EU will require co-operation, exchange of information and openness between partners. Preparations for facing these tasks must begin now - open discussions regarding the Visegrad Group's future must be held within the region, priorities clearly defined, long- and short-term goals indicated and included in the new Visegrad Declaration. If we fail to do this, the Visegrad will almost certainly limit itself to meetings of politicians in central European castles, as Czech President Vaclav Klaus sees it. Title: A United Front: European Union Enlargement, the Common Agricultural Policy, and Polish Agriculture
Abstract
The EU has a long history of successful enlargements. In 1957, six founding members -Belgium, France, Germany, Italy, Luxembourg, and the Netherlands - signed the Treaty of Rome. Since then, four enlargement waves have followed. However, the enlargement facing the EU today is without precedent in terms of scope and diversity. In particular, the EU has never before faced the proposition of a Polish candidacy and its agricultural sector. For their part, Poland and other candidate countries still have work to do in preparing for accession. Further, reform and modernisation of the Polish agricultural sector are necessary. Political management will be required from both Brussels and Warsaw. The paper provides a detailed background of the Common Agricultural Policy (CAP) as well as an overview of Polish agriculture and forecasts potential assimilation problems and their solutions. Title: An asset but not a model: Turkey, the EU and the wider Middle East
Abstract
Turkey could be the EU's biggest success in foreign affairs. Europeans should be proud that they are transforming, in a peaceful manner, the political system of a country as large and complex as Turkey. Regime change EU-style is cheap, voluntary and long-lasting. Turkey also has a lot to contribute to EU policies for the wider Middle East: credibility, political access and economic leverage. But compared to the rest of the Middle East, Turkey's case is unique: it has long-standing ties with the West; a secular state structure; and the bait of EU membership has transformed its political elite. The paper argues that Turkey is an asset for the EU, but not a model for the Middle East. The author believes that Turkey deserves a 'yes' from EU leaders in December to start accession negotiations. In return, Turkey must maintain the reform momentum, accept stringent monitoring, and make greater efforts to persuade a sceptical West European public that Turkey's accession is in their interest too. The practical and symbolic effects of Turkey's membership on the EU's policies and (self) image would be considerable, though not revolutionary. Turkey has a lot to contribute to EU policies on the Middle East: credibility, political access, know-how and economic leverage. If handled deftly, the prospect of Turkey's accession could be a real boon for EU influence in the region. The reverse is also true: a rejection of Turkey would not only jeopardise the reform momentum inside the country, but also counter the pro-EU and moderating shift in its regional policy. The EU would forego Turkey's contributions. Title: Assessing the economic implications of Turkish accession to the EU
Abstract
The paper explores the economic implications of the possible Turkish accession to the European Union. It focuses on three main changes associated with Turkish membership: (i) accession to the internal European Market; (ii) institutional reforms in Turkey triggered by EU membership; and (iii) migration in response to the free movement of workers. Overall, the macroeconomic implications for EU countries are small but positive. This is caused by cheaper imports and the benefits from trade creation. Turkey experiences larger economic gains than the EU: consumption per capita is estimated to rise by about 4% as a result of accession to the internal market and free movement of labour. If Turkey would succeed in reforming its domestic institutions in response to EU membership, economic growth in Turkey could increase more. In particular, tentative estimates suggest that consumption per capita in Turkey could rise by an additional 9%. These benefits would spill over to the EU. For instance, Dutch exports to Turkey would rise by another 1.8 billion euro and income by 500 million euro. [Author vide copyright]

Title: Attitudes of opinion leaders from the five largest new member states on business, health, and the environment
Abstract
This opinion survey covers the core areas of business and the economy, health, diet and the environment. Opinion leaders and decision makers in Poland, Hungary, Slovakia, Lithuania and the Czech Republic are confident that membership of the EU will bring material benefits to the countries that have just joined the EU but are worried about an increase in red tape. Many respondents canvassed in the survey were pessimistic about the ability of the EU to achieve the Lisbon targets, but most were confident that competitiveness would improve. Amongst the early winners were expected to be computer and IT services, as well as agriculture and food businesses. Boasting low costs and high levels of education in their countries, Central and East European software programming, e-business services and call centres are attracting investment from Western companies. A key strategic asset of these countries in terms of competing for this type of investment with the likes of China and India in the global marketplace is their location inside the EU's single market.[Urheber s. Title: Bond markets and long-term interest rates in non-euro area member states of the European Union and in accession states
Abstract
The ECB has an obligation to provide statistical information of the highest quality to the public and this third edition of the publication 'Bond markets and long-term interest rates in non-euro area Member States of the European Union and in accession countries' serves to contribute to the performance of this task. This publication aims to inform policy-makers and the general public about recent developments in and the current structure of the national bond markets. As a consequence of the enlargement of the European Union on 1 May 2004 when ten new member states joined, the coverage of this third edition has been extended to include all thirteen non-euro area EU member states and two accession countries, Bulgaria and Romania. Therefore, statistics for Denmark, Sweden and the United Kingdom have been included for the first time. The publication now includes 15 national chapters, each of which is divided into five sections. Section 1 covers the size of the debt securities market by original maturity, sector of the issuer and currency of denomination. Section 2 provides an overview of activity in the primary and secondary markets, in terms of the methods for primary placements and the values and numbers of market transactions. This section also provides information on the liquidity of the secondary market. Section 3 focuses on certain features of individual long-term debt securities issued by the general government. Section 4 covers interest rates in order to obtain information on potential proxies. Finally, Section 5 briefly addresses issues related to securities market regulation.
