The situation of young people in the labour market in Finland worsened during the recent economic recession. It has subsequently improved, but these positive changes don’t cover all job seekers, for example young people with health problems or disabilities. The employment rate of people with disabilities remains low, and the trend seems to be that the number of subsidised workplaces has decreased, while vocational training and similar activities have increased. Abstract
The objective of this evaluation was to assess to what extent the European Commission sustained relevant and efficient development support at various levels of Employment and Social Inclusion (ESI) to eradicate poverty and achieve social cohesion in partner countries during the period 1999-2008.The evaluation focused primarily on employability and social inclusion in the labour market and not on the entire framework of European Commission interventions in employment and social inclusion, and involved, therefore, such analytical tools as : i) a study of all available relevant documentation (EC development policy at global and ESI level, EC overarching regional cooperation frameworks, regional and country strategies); ii) a worldwide survey involving EC officials in over one hundred EU Delegations in third countries; iii) a survey targeting high-ranking officers in partner countries; iv) a study of a sample of twenty countries; and v) field missions to six countries (Morocco, Jordan, Ukraine, South Africa, Jamaica and Vietnam).The findings of the evaluation were structured around the following seven areas of investigation: 1: EC-ESI policy definition and evolution – 2: Relevance to countries‘ specific contexts – 3: EC programming and implementation approaches – 4: Coordination, complementarity, and coherence –5: Labour demand and employment creation – 6: Employability – 7: Decent Work. The findings were then clarified and synthesised in general and specific Conclusions linked to concrete Recommendations for potential policy improvements in future EC actions in ESI-related areas.

Abstract
The Civil Society Facility (CSF) was established in 2008 under the Instrument for Pre-accession, with the purpose of supporting the development of an active civil society capable of participating in public debate on democracy, human rights, social inclusion and the rule of law. The CSF aims to assist civil society in developing its capacity to influence policy-making and decision-making processes — strengthening civil society within a participative democracy....The global objective of the evaluation was to assess the performance of the financial support provided by the CSF in EU pre-accession assistance — supporting civil society in candidate and potential candidate countries — and to provide findings and recommendations that assist DG NEAR in the programming and implementation of this support through improving the available instruments....The evaluation focused on CSF-funded projects carried out in Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Kosovo*, Montenegro, Serbia and Turkey.[Author vide copyright]
