Title: The Economics of Resource Management
Abstract
Introduction The objective of this paper is to provide a brief overview of the economics of resource management and to discuss policy implications. The paper is structured as follows. After a definition of the concepts of "resources" and "sustainability" in Section 2, economic theory is reviewed with regard to the capacity of markets to generate optimal time paths for the exploitation of nonrenewable resources (Section 3). Section 4 presents an interpretation of sustainability that can be applied to non-renewable resources. Section 5 develops recommendations for resource management policies and suggestions for further research.[Author vide copyright]

Title: Sustainability of the Estonian macroeconomic performance in the light of the EU membership
Abstract
For the new member states of the EU, the question of choosing the optimal macroeconomic policy mix is rather complicated as these countries are all in the dynamic movement towards joining the European Economic and Monetary Union (EMU). This implies a considerable change in macroeconomic policy environment. Many of the countries have to change their macroeconomic framework in order to meet the strict criteria set in the Maastricht Treaty and the accompanying legislative acts. Although currency board arrangements and sound government finances have helped to stabilise the Estonian economy during the transition, the aim of the current paper is to evaluate the sustainability of the Estonian macroeconomic policy in the light of the future developments, especially participation in the EMU. The analysis is based on the comparative performance of Estonia with the EU-15 and the former accession countries. It gives an overview of the nominal convergence according to the rules laid down by EC Treaty on EMU convergence criteria. In the context of real convergence the set of criteria provided by the theory of Optimum Currency Areas are analysed, as these are expected to be fulfilled in order to guarantee sustainability and success of the region participating in the monetary union. The paper highlights the dilemmas to be faced between the nominal criteria and real expected performance of the acceding country using the example of Estonia. [Urheber s. Copyright]

Abstract
Fischerei und Aquakultur sind eine lebenswichtige Quelle für Nahrung, Beschäftigung, Erholung, Handel und wirtschaftlichen Wohlstand. Deshalb hat der Beratende Ausschuss für Fischerei und Aquakultur (CCPA) beschlossen, sich für eine verantwortungsvolle und nachhaltige Fischerei einzusetzen. Der vorliegende Kodex legt eine Reihe von Verhaltensstandards für die Fischwirtschaft fest mit dem Ziel, gesunde marine Ökosysteme zu erhalten und zu fördern und die Fischereitätigkeiten in verantwortungsvoller Weise auszuüben. Dieser Verhaltenskodex richtet sich an Fischereiunternehmen der Gemeinschaft innerhalb und außerhalb der Gemeinschaftsgewässer, also auch in internationalen und Drittlandgewässern. Er baut auf dem Rahmen auf, den der FAOVerhaltenskodex (3) für die Fischereibehörden abgibt, er bezieht sich besonders auf die EUFischerei und ist hauptsächlich für Fischereiunternehmen bestimmt. Ziel ist es, internationale, europäische und nationale Rechtsvorschriften durch freiwillige Standards zu ergänzen und die bestehenden Vorschriften zur Förderung der nachhaltigen Entwicklung des Fischereisektors zu vervollständigen.[Urheber s. The context for this study is the Bristol Accord that was agreed at the European Ministerial Informal meeting in Bristol, United Kingdom, on 6th-7th December 2005. The report reviews progress across Europe, identifies a selection of case studies and suggests further work is required to elaborate the European dimension of the Sustainable Communities Agenda. This agenda is being considered in the European Parliament, by the German Presidency of the European Union at the Leipzig Summit in 2007 and in the European Commission, who are finalising the 2007-2013 Structural Funds programme. A stronger focus is required for a more coherent European programme of action if the Sustainable Communities approach is to have better chance of success across Europe's towns and cities. Title: Health Care Financing in the Context of Social Security
Abstract
Health systems in the European Union perform a vital social security function. They mitigate both health and financial risks and make a major contribution to social and economic welfare. In light of various cost pressures, the Council of the European Union has articulated the challenge facing the member states as the need to secure the financial sustainability of their health systems without undermining the values these share: universal coverage, solidarity in financing, equity of access and the provision of high quality health care (Council of the European Union 2006). Our aim in this report is to contribute to addressing this challenge by examining how strengthening the design of health care financing can help to secure health system sustainability. The report begins by clarifying the nature of the sustainability problem (Section 1). It then explores the adequacy of current financing arrangements and recent financing reforms in respect of their ability to secure sustainability (Sections 2 and 3). The purpose of this evaluation is to provide policy-makers and managers of the Commission’s relevant external co-operation Services as well as other relevant DGs (such as DG Trade and DG Environment), and the EC Delegations in Chisinau and Kiev, with an independent assessment of the EC programme of co-operation with Moldova. The quality of EC assistance is assessed on the basis of the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) criteria of relevance, effectiveness, impact, efficiency, and sustainability. The "3Cs" of coordination, complementarity, and coherence are also covered. The period covered by the evaluation is 2000-2006. Abstract
Die Auswirkungen unseres Konsums sind weltweit spürbar: Die EU ist abhängig von der Einfuhr von Energie und Rohstoffen, und ein immer größerer Anteil der in Europa verbrauchten Produkte wird in anderen Teilen der Welt produziert. Nicht-nachhaltige Verbrauchs- und Produktionsmuster haben immer größere Auswirkungen auf Natur, Gesellschaft, Wirtschaft und Geschäftswelt. Wir müssen nachhaltiger leben. Das bedeutet, mehr mit weniger zu erreichen. Unsere Lebensqualität, unser Wohlstand und das wirtschaftliche Wachstum hängen davon ab, ob es uns gelingt, innerhalb der Grenzen der zur Verfügung stehenden Ressourcen zu leben. Dazu müssen wir die Art und Weise verändern, in der wir Produkte konzipieren, herstellen, nutzen und entsorgen. Um diese Veränderungen zu erreichen, sind wir alle gefordert – als Einzelpersonen, Haushalte, Unternehmen, lokale Behörden und Staatsregierungen und als weltweite Gemeinschaft.In dieser Broschüre wird erläutert, wie diese Veränderungen erzielt werden könnten.
