Title: Support for Farmers' Cooperatives : Country Report - Sweden
Abstract
In order to foster the competitiveness of the food supply chain, the European Commission is committed to promote and facilitate the restructuring and consolidation of the agricultural sector by encouraging the creation of voluntary agricultural producer organisations. To support the policy making process DG Agriculture and Rural Development has launched a large study, “Support for Farmers’ Cooperatives (SFC)”, that will provide insights on successful cooperatives and producer organisations as well as on effective support measures for these organisations. These insights can be used by farmers themselves, in setting up and strengthening their collective organisation, and by the European Commission in its effort to encourage the creation of agricultural producer organisations in the EU. The imbalances in bargaining power between the contracting parties in the food supply chain have drawn much attention, also from policy makers. The European Commission is committed to facilitate the restructuring of the sector by encouraging the creation of voluntary agricultural producer organisations. DG Agriculture and Rural Development has launched a large study, “Support for Farmers' Cooperatives”, that will provide the background knowledge that will help farmers organise themselves in cooperatives as a tool to consolidate their market orientation and so generate a solid market income. In the framework of this study, this report provides the relevant knowledge from Sweden.

In addition, other literature on the topic has been used to assess the situation in one or more EU member states or in particular sectors of the European agrifood industry. This report provides an EU level synthesis of the Position in the Food Chain.

The main objective of the EU wide research project is to provide insights on successful cooperatives and producer organisations as well as on effective support measures for these organisations. These insights can be used by farmers themselves, in setting up and strengthening their collective organisation, and by the Commission in its effort to encourage the creation of agricultural producer organisations in the EU. In the context of this research project, data has been collected in all of the 27 Member States of the European Union, on the evolution and development of agricultural cooperatives and producer organisations, but also on the policy measure and legal aspects that affect the performance of these organisations. The present report provides an EU-level analysis of the historical, cultural and social aspects underlying the propensity of farmers’ to engage in cooperatives. It draws on the data from the country reports in the sense that we used information on cooperative membership and membership of producer organisations, as well as about the historical and institutional context. In addition, the work of Geert Hofstede and his colleagues on indicators for underlying cultural dimensions will be used, as well as data on trust, social networks and voluntary work from the Eurofound Survey on Living Conditions.

In this context, the specific objectives of the project, and this sector report, are the following: First, to provide a comprehensive description of the current level of development of cooperatives and other forms of producer organisations in cereals. The description presented in this report will pay special attention to the following drivers and constraints for the development of cooperatives: Economic and fiscal incentives or disincentives and other public support measures at regional and national;Legal aspects, including those related to competition law and tax law; Historical, cultural and sociologically relevant aspects; The relationship between cooperatives/POs and the actors of the food chain; Internal governance of the cooperatives/POs. Second, identify laws and regulations that enable or constrain cooperative development and third, to identify specific support measures and initiatives which have proved to be effective and efficient for promoting cooperatives and other forms of producer organisations in the agricultural sector in cereals.

Abstract
The imbalances in bargaining power between the contracting parties in the food supply chain have drawn much attention, also from policy makers. The European Commission is committed to facilitate the restructuring of the sector by encouraging the creation of voluntary agricultural producer organisations. DG Agriculture and Rural Development has launched a large study, “Support for Farmers' Cooperatives”, that will provide the background knowledge that will help farmers organise themselves in cooperatives as a tool to consolidate their market orientation and so generate a solid market income. In the framework of this study, this report provides the relevant knowledge from dairy sector. In this context, the specific objectives of the project, and this sector report, are the following: First, to provide a comprehensive description of the current level of development of cooperatives and other forms of producer organisations in the dairy sector. The description presented in this report will pay special attention to the following drivers and constraints for the development of cooperatives: Economic and fiscal incentives or disincentives and other public support measures at regional and national levels; Legal aspects, including those related to competition law and tax law; Historical, cultural and sociologically relevant aspects; The relationship between cooperatives/POs and the actors of the food chain; Internal governance of the cooperatives/POs. Second, identify laws and regulations that enable or constrain cooperative development and third, to identify specific support measures and initiatives which have proved to be effective and efficient for promoting cooperatives and other forms of producer organisations in the pig meat sector.

Title: Bargaining associations and the vegetables processing industry in Belgium
Abstract
The imbalances in bargaining power between the contracting parties in the food supply chain have drawn much attention, also from policy makers. The European Commission is committed to facilitate the restructuring of the sector by encouraging the creation of voluntary agricultural producer organisations. DG Agriculture and Rural Development has launched a large study, “Support for Farmers' Cooperatives”, that will provide the background knowledge that will help farmers organise themselves in cooperatives as a tool to consolidate their market orientation and so generate a solid market income. In the framework of this study, this report provides an in-depth analysis of the specific situation of Belgian cooperatives producing for the vegetable processing industry. Most of this production is concentrated in the Flemish region of Belgium. The Flemish vegetable processing industry (producing both canned and frozen vegetables) is of considerable importance. The frozen vegetable sector even accounts for 46% of the European frozen vegetable market (Vanhaverbeke et al. 2008). Noteworthy is that seventeen of the eighteen Belgian frozen-vegetable producers are located in or around Roeselare, a midsized town in the centre of Belgian province West-Flanders (Vanhaverbeke et al. 2008).

Title: The effect of farmers’ cooperatives on price stabilization in the dairy sector
Abstract
The imbalances in bargaining power between the contracting parties in the food supply chain have drawn much attention, also from policy makers. The European Commission is committed to facilitate the restructuring of the sector by encouraging the creation of voluntary agricultural producer organisations. DG Agriculture and Rural Development has launched a large study, “Support for Farmers' Cooperatives”, that will provide the background knowledge that will help farmers organise themselves in cooperatives as a tool to consolidate their market orientation and so generate a solid market income. In the framework of this study, this report provides information on cooperatives’ ability to stabilise producer prices in order to avoid harmful effects from world market commodity price fluctuations into farm level. In this case study, the following research questions have been guiding the research. First, what is the nature of fluctuation in dairy prices in Europe? Second, how is the dairy market integrated horizontally, i.e. has the price fluctuation similar patterns in different EU countries? Third, how is the price fluctuation in the commodity market transmitted to producer prices? And finally and most importantly, have the cooperatives been successful in stabilizing producer prices and do the cooperatives behave differently from investor owned firms (IOF) when setting the producer price?

Title: Structure and strategy of fruit and vegetables cooperatives in Almería and Valencia, Spain
Abstract
This case study will focus on the comparison between the development of structure and strategy in the Spanish fruit and vegetable producing areas of Almería and Valencia. These two regions are assumed to have gone through different developments in term of the structure and strategy that fruit and vegetables cooperatives have adopted. These differences may be due to differences in regulations, in available policy measures, in historical situation (and thus path dependencies), in type of products, or in international exposure. The central issue to be addressed by this case study is whether structure (e.g., size, internal governance, first versus second tier cooperatives, collaboration among cooperatives or between cooperatives and IOFs, internationalization, etc.) has had a significant impact on the strategy adopted by the F&V cooperatives in the two regions, and, consequently, on their success or failure.
