Title: Regulation in the UK: is it getting too heavy?
Abstract
Some regulation is needed to enhance growth and economic welfare, but too much undermines productivity. Generally, the UK seems lightly regulated, especially in its international transactions, and it has a public enterprise sector small in both size and scope. Yet British business has become more critical of the regulatory burden it faces, and work done for the government identifies areas of excessive regulatory burden.

Abstract
The European Securities and Markets Authority (ESMA) is required by Article 39a of Regulation (EU) No 462/2013 of the European Parliament and the Council of 21 May 2013, amending Regulation (EC) No 1060/2009 on credit rating agencies (CRA Regulation), to assess the staffing and resources needs arising from the assumption of its powers and duties under the CRA Regulation and submit a report to the European Parliament, the Council and the Commission of these needs.The Report describes the tasks that ESMA carries out in view of its responsibilities under the CRA Regulation. For each task the report analyses the implications in terms of processes and activities to be carried out. The report also provides the implications in terms of resources and budget. While ESMA experienced a steep increase of resources in the initial years following the entry into force of the CRA Regulation, incremental growth in staff numbers in 2015 and 2016 can be envisaged to adequately cope with additional tasks following from the CRA3 Regulation.[Author vide Copyright]

Title: EBA final draft Regulatory Technical Standards on the treatment of equity exposures under the IRB Approach according to
Article 495(3) of Regulation (EU) No 575/2013 (Capital Requirements Regulation – CRR)
Abstract
Article 495(3) of Regulation (EU) No 575/2013 (Capital Requirements Regulation – CRR) allows competent authorities temporarily to exempt from the internal ratings-based (IRB) treatment certain equity exposures held by institutions as at 31 December 2007. This provision was already included in Article 154(6) of Directive 2006/48/EC (Capital Requirements Directive – CRD) to allow institutions to avoid part of the increase in the capital requirement of the equity exposure class under the IRB approach. The provision is temporary, its application ending in 31 December 2017.The only difference between the two regimes is the degree of discretion granted to the competent authorities. Whereas under CRD competent authorities were free to grant the exemption and also decide what particular equity exposures would be exempted, the CRR imposes specific conditions on competent authorities that must be met for the exemption to be granted. These final draft RTS lay down these conditions.These final draft Regulatory Technical Standards (RTS) establish only one condition for the purpose of granting the exemption of IRB treatment for equity exposures. In essence, the final draft RTS allow competent authorities to grant the exemption if it was being applied on the last day of application of CRD. This straightforward approach is justified as follows:1. the impact of any proposed change on the capital requirement of equity exposures held as at December 2007 would be immaterial in most institutions; 2. it provides continuity with the former legislative framework and there is no interference with the capital planning made by institutions under the former regulatory regime.[Author vide Copyright]

Title: Opting out of the European Working Time Directive
Abstract
The European Working Time Directive lays down minimum safety and health requirements for the organisation of working time in the EU by, for example, establishing that all workers have the right to a limit to weekly working time of 48 hours. However, it also contains the possibility for Member States to allow for the opting out of that maximum as long as the individual workers agree. This report looks at how the Member States make use of the possibility of opting out, the extent of its use and its main impacts. Although national data about its use are scarce, the opt-out and long working hours continue to be the subject of heated debates involving governments and social partners across the EU. According to the research currently available, there are strong reasons to think that the limitation of working time is beneficial for everyone, including workers, employers, patients and clients.[Author vide Copyright]
