Title: Perceptions of globalisation: attitudes and responses in the EU
Abstract
This report explores the employment impact of globalisation and reviews the attitudes and responses of national governments and the European social partners to this phenomenon. It first looks at the attitudes of the different stakeholders in the 27 Member States of the EU, including Bulgaria and Romania which joined the EU on 1 January 2007, as well as Norway. It then examines the responses of governments, employers and trade unions in these countries to the process of globalisation. Title: Business cycles, quality of economic policy and government revenues in Poland
Abstract
The volatility of general government tax revenues has increased in Poland in recent years. The correlation between GDP growth and revenue growth appears to be lower in Poland than in many other EU Member States, which suggests that the instability of its revenues has a different. This Country Focus argues that discretionary policy measures may be one such cause. This is supported by firm-level survey data on the quality of economic policy – tax policy in particular. It appears that economic policy in Poland has been less predictable, consistent and transparent than in other new Member States, and that this gap in the quality of policy is increasing.

Title: Ceilings and anchors: fiscal rules for Poland
Abstract
National fiscal frameworks can complement the EU budgetary surveillance procedure. Poland has traditionally had a debt rule, but it did not discourage governments from running high deficits. High expenditure (mainly on social benefits) has been identified as one of the main sources of large deficits. Hence, the introduction of an expenditure rule may be beneficial for Poland. Such a rule was proposed in recent years in Poland but not adopted: the so called “Belka rule” set a ceiling of 1% on real expenditure growth. It has, however, not been implemented, but recently a nominal ceiling (“anchor”) has been introduced on the deficit of the central government. This Country Focus argues that the implementation of an expenditure rule is a complementary safeguard and does not entail abandoning the existing control mechanisms or giving up ongoing expenditure reforms. The effectiveness of the expenditure rule depends on the degree of enforceability and comprehensiveness.

Title: The composition of fiscal adjustments : some principles
Abstract
Large and differentiated fiscal adjustments underway in EU countries require credible strategies, including a growth-friendly approach to consolidation design. This brief captures in a summary fashion the main underlying principles for fiscal adjustments of high quality. While setting some general markers, it acknowledges the complexity of this debate, which blends macroeconomic and microeconomic considerations, country-specific features, and a dimension of political choice in consolidation strategies. The brief concludes that while some emphasis on expenditure restraint is generally part of well-designed consolidations, one should pick-up growth-friendly measures in a comprehensive approach on both the spending and revenues sides. Title: Reform of the hukou system : a litmus test of the new leadership
Abstract
Since the release of the 12th Five-Year Plan in 2011, a reform of China's household registration system – the so-called hukou reform - is mentioned as a possible tool to promote labour mobility, boost incomes, rebalance the growth model towards consumption and create a stable urban society. While there has been a lot of "talk of reforms", concrete proposals remain scarce so far (beyond some experiments at the provincial level). In the context of growing urbanisation pressures in China, a hukou reform is increasingly becoming both an economic and political necessity – and expectations are rife that it will be included in the new urbanisation plan due by the end of this year. In view of its complexity and heavy financial implications, the hukou reform appears as a litmus test of the new leaders' willingness and capacity to undertake reform. [Author vide Copyright]

Title: The G20@5 : is it still delivering?
Abstract
In the five years since the Leaders of the Group of Twenty (G20) first met, the G20 has become the premier forum for global economic policy coordination. The question is whether the G20 can maintain and even strengthen its role in the future and how it can achieve this. This Economic Brief argues that the G20 has moved from an initial high performance equilibrium to a lower one, which nevertheless continues to deliver important public goods. However, in order to remain relevant, the G20 needs to define more precisely where and how policy coordination and cooperation at international level can be effective in fulfilling the G20's overarching objective of achieving strong, sustainable and balanced growth at the global level. Title: EU's growth prospects in the globalised economy
Abstract
Leading indicators point towards an economic recovery in the EU, encompassing also the vulnerable euro area Member States. In view of the legacy of the crisis, growth is still set to remain moderate, but a gradual easing of the drag related to deleveraging, financial fragmentation, adjustment of external imbalances and uncertainty is already discernable. Moreover, some external risks remain since emerging market economies are expected to register a moderate deceleration. Also, new geopolitical risks have emerged on the back of tensions with Russia. Against this background, this policy brief will assess the EU's short term prospects as well as the likely drivers of EU growth over the medium to long run. With respect to the short run, the brief will stress that despite the emerging recovery, it would be a mistake to think that the efforts to rebuild the European economy are behind us. Regarding the medium term, the brief stresses the pivotal role to be played by productivity enhancing structural reforms, and assesses the risk of a "secular stagnation" type scenario emerging in the EU. Title: Implementing economic reforms – are EU Member States responding to European Semester recommendations?
Abstract
For the past four years, the EU has issued country-specific recommendations for economic reform to its Member States under the European Semester. A synthetic indicator of EU-wide implementation of these recommendations shows a score of just over 40%. While this is higher than what some critics of the European Semester process have argued, more stringent implementation is needed in the face of Europe’s economic challenges. Looking at implementation over time and across groups of Member States and policy areas, this article also finds that implementation (i) was weaker for the 2013 vintage of recommendations than it was for the 2012 one; (ii) appears to vary with the electoral cycle in Member States; and (iii) is stronger in policy areas where market pressures require an imminent policy response (e.g. banking sector reform) and/or where the recommendations are backed by EU rules with enforcement powers (e.g. public finances). Title: The EU’s southern neighbourhood : macroeconomic performance and equity.
Abstract
Four years after the start of the Arab Spring uprisings, the macroeconomic situation in the EU’s Southern Neighbourhood remains weak and vulnerable and the recent intensification of civil strife and military conflicts is exacerbating this economic malaise. Macroeconomic performance may not improve in a sustainable manner without an appropriate resolution or mitigation of the underlying political problems. At the same time, macroeconomic instability and social frustration with an economic model that is perceived as unfair and non-inclusive risk feeding negatively into the existing political instability. This Economic Brief argues that it is essential for the countries in the region to press ahead with their economic stabilisation and reform agendas even if the political environment is far from optimal. It looks into some key reforms that are necessary to both ensure macroeconomic sustainability and move towards a more equitable growth model. [Author vide Copyright]

Title: Has the EU’s leading position in global trade changed since the crisis?
Abstract
The global crisis has taken its toll on the EU’s prime position in international trade. While the EU still has the largest relative market shares, its position has deteriorated since the crisis, much more so than the US, and its comparative advantage in knowledge-intensive goods has been partly eroded. Concerns have arisen as to whether the EU will be able to keep pace with the changing global environment and maintain its strong position in global value chains.
