Title: The composition of fiscal adjustments : some principles
Abstract
Large and differentiated fiscal adjustments underway in EU countries require credible strategies, including a growth-friendly approach to consolidation design. This brief captures in a summary fashion the main underlying principles for fiscal adjustments of high quality. While setting some general markers, it acknowledges the complexity of this debate, which blends macroeconomic and microeconomic considerations, country-specific features, and a dimension of political choice in consolidation strategies. The brief concludes that while some emphasis on expenditure restraint is generally part of well-designed consolidations, one should pick-up growth-friendly measures in a comprehensive approach on both the spending and revenues sides. Fiscal adjustment offers an opportunity to improve the quality of public spending as well as the structure of the tax system. [Author vide Copyright]

Title: Securing European competitiveness in a global perspective
Abstract
This brief discusses trends , drivers and policies related to European competitiveness in a global perspective. Over the past two decades, European industry was holding its own against both the old world competition from the US and Japan and newer rivals from China or India. But already before the crisis, sluggish productivity growth and growing internal imbalances weighed on Europe's potential to face the overall challenges of globalisation, ageing populations, growing resource limitations and climate change. Thus, the task now is to inject new dynamism into our economies, while continuing with the necessary adjustment, rebalancing and private and public sector deleveraging. [Author vide Copyright]

Title: Reform of the hukou system : a litmus test of the new leadership
Abstract
Since the release of the 12th Five-Year Plan in 2011, a reform of China's household registration system – the so-called hukou reform - is mentioned as a possible tool to promote labour mobility, boost incomes, rebalance the growth model towards consumption and create a stable urban society. While there has been a lot of "talk of reforms", concrete proposals remain scarce so far (beyond some experiments at the provincial level). In the context of growing urbanisation pressures in China, a hukou reform is increasingly becoming both an economic and political necessity – and expectations are rife that it will be included in the new urbanisation plan due by the end of this year. In view of its complexity and heavy financial implications, the hukou reform appears as a litmus test of the new leaders' willingness and capacity to undertake reform. [Author vide Copyright]

Title: The G20@5 : is it still delivering?
Abstract
In the five years since the Leaders of the Group of Twenty (G20) first met, the G20 has become the premier forum for global economic policy coordination. The question is whether the G20 can maintain and even strengthen its role in the future and how it can achieve this. This Economic Brief argues that the G20 has moved from an initial high performance equilibrium to a lower one, which nevertheless continues to deliver important public goods. However, in order to remain relevant, the G20 needs to define more precisely where and how policy coordination and cooperation at international level can be effective in fulfilling the G20's overarching objective of achieving strong, sustainable and balanced growth at the global level. The Economic Brief provides some suggestions in this regard. [Author vide Copyright]

Title: The role of structural reform for adjustment and growth
Abstract
This Economic Brief recapitulates some main insights on the role of structural reform for adjustment and growth in the EU. Its aim is threefold. First, the Brief discusses recent reform efforts in EU countries. Second, it discusses possible effects from reforms in labour and product markets by summarising recent and ongoing work within DG ECFIN using empirical analysis as well as ECFIN's macroeconomic model QUEST. Third, and based on the previous two parts, the Economic Brief highlights policy-relevant questions looking forward. [Author vide Copyright]

Title: EU's growth prospects in the globalised economy
Abstract
Leading indicators point towards an economic recovery in the EU, encompassing also the vulnerable euro area Member States. In view of the legacy of the crisis, growth is still set to remain moderate, but a gradual easing of the drag related to deleveraging, financial fragmentation, adjustment of external imbalances and uncertainty is already discernable. Moreover, some external risks remain since emerging market economies are expected to register a moderate deceleration. Also, new geopolitical risks have emerged on the back of tensions with Russia. Against this background, this policy brief will assess the EU's short term prospects as well as the likely drivers of EU growth over the medium to long run. With respect to the short run, the brief will stress that despite the emerging recovery, it would be a mistake to think that the efforts to rebuild the European economy are behind us. Regarding the medium term, the brief stresses the pivotal role to be played by productivity enhancing structural reforms, and assesses the risk of a "secular stagnation" type scenario emerging in the EU. Title: A more normal world?
Abstract
The US, Japan and China appear to be heading towards a "new normal". However, the 2014-16 period will be critical to ensure that global growth is put on a sustainable path as ample challenges persist. The brief will first discuss what the new manual would look like in the US, Japan and China. It also analyses the downside risks and the challenges related to the transition to the new normal. The possible implications of the paths followed by these countries to move to a "new normal" for the growth outlook of the European Union and the Euro Area is briefly discussed in the final part of this brief. Title: Implementing economic reforms – are EU Member States responding to European Semester recommendations?
Abstract
For the past four years, the EU has issued country-specific recommendations for economic reform to its Member States under the European Semester. A synthetic indicator of EU-wide implementation of these recommendations shows a score of just over 40%. While this is higher than what some critics of the European Semester process have argued, more stringent implementation is needed in the face of Europe’s economic challenges. Looking at implementation over time and across groups of Member States and policy areas, this article also finds that implementation (i) was weaker for the 2013 vintage of recommendations than it was for the 2012 one; (ii) appears to vary with the electoral cycle in Member States; and (iii) is stronger in policy areas where market pressures require an imminent policy response (e.g. banking sector reform) and/or where the recommendations are backed by EU rules with enforcement powers (e.g. public finances). Title: The EU’s southern neighbourhood : macroeconomic performance and equity.
Abstract
Four years after the start of the Arab Spring uprisings, the macroeconomic situation in the EU’s Southern Neighbourhood remains weak and vulnerable and the recent intensification of civil strife and military conflicts is exacerbating this economic malaise. Macroeconomic performance may not improve in a sustainable manner without an appropriate resolution or mitigation of the underlying political problems. At the same time, macroeconomic instability and social frustration with an economic model that is perceived as unfair and non-inclusive risk feeding negatively into the existing political instability. This Economic Brief argues that it is essential for the countries in the region to press ahead with their economic stabilisation and reform agendas even if the political environment is far from optimal. It looks into some key reforms that are necessary to both ensure macroeconomic sustainability and move towards a more equitable growth model. [Author vide Copyright]

Title: Has the EU’s leading position in global trade changed since the crisis?
Abstract
The global crisis has taken its toll on the EU’s prime position in international trade. While the EU still has the largest relative market shares, its position has deteriorated since the crisis, much more so than the US, and its comparative advantage in knowledge-intensive goods has been partly eroded. Concerns have arisen as to whether the EU will be able to keep pace with the changing global environment and maintain its strong position in global value chains. The fact that the EU gained relative market shares in 2013 for the first time in the post-crisis period, provides some reason for optimism. [Author vide Copyright]

Title: China's reforms: time to walk the talk
Abstract
China's economy is at a cross roads. The factors that have driven its economic transformation over the last decades are waning and the country faces increasingly urgent environmental and social pressures. To avoid falling into the 'middle-income' trap, China's leaders are attempting to engineer a reorientation of the economy towards more sustainable sources of growth. While considerable success has been achieved, more needs to be done more quickly before the authorities in China can prove that they can 'walk the talk. [Author vide Copyright]

Title: Support for Farmers' Cooperatives : EU synthesis and comparative analysis report ; Policy Measures
Abstract
This report has been written in the framework of the EU-funded research project “Support for Farmers’ Cooperatives”. This project was commissioned by the European Commission DG Agriculture and Rural Development, and carried out in 2011 and 2012 by a large consortium of researchers from various European universities and research institutes. The main objective of the EU wide research project is to provide insights on successful cooperatives and producer organisations as well as on effective support measures for these organisations. These insights can be used by farmers themselves, in setting up and strengthening their collective organisation, and by the Commission in its effort to encourage the creation of agricultural producer organisations in the EU. In the context of this research project, data has been collected in all of the 27 Member States of the European Union, on the evolution and development of agricultural cooperatives and producer organisations, but also on the policy measure and legal aspects that affect the performance of these organisations. This data has been one of the main sources of information for this report. In addition, other literature on the topic has been used to assess the situation in one or more EU member states or in particular sectors of the European agrifood industry. This report provides an EU level synthesis of the policy measures in the EU (including it member states and regions) that effect the performance of cooperatives. We focus on economic and fiscal incentives or disincentives and other public support measures and try to assess their effectiveness and efficiency.
