Title: Institutions and service employment
Title (other): a panel study for OECD countries
Abstract
We live in a service economy, but the extent of development of service employment differs across developed countries. This paper assesses the role of structural factors and institutions in explaining the common patterns and main differences in the recent expansion of service employment in OECD countries. It finds that GDP per capita, the size of the government sector and the extent of urbanization are positively associated with the service employment share. However, the evidence suggests that laws and institutions such as product market regulations, unions and more coordinated wage-setting systems are hampering the expansion of service employment. Title: Gross job flows and institutions in Europe
Abstract
We examine job flows in the 1990s for a sample of 13 European countries. By using a dataset of continuing firms that covers all sectors, we find firm characteristics to be important determinants of job flows, with smaller and younger firms within services typically having a larger degree of job turnover. Once controlled for firm and sectoral effects, the role of institutions in the dynamics of job creation and destruction is examined. As expected, employment protection is found to reduce job flows. Title: Voluntary and forced job mobility in Europe
Abstract
This report begins by elaborating upon the different factors that appear to influence the degree to which people change employers. It then formulates a number of hypotheses regarding the influence of biographical characteristics, country characteristics, previous job mobility history, job characteristics, job satisfaction, attitudes towards job mobility and previous geographic mobility history. It then examines whether the hypotheses can be accepted, or should be rejected, on the basis of the data. Finally, some recommendations are made regarding policies of job mobility. Abstract
Over the course of 2008 and 2009, the world economy experienced one of the most serious recessions in modern times. In July 2009, 22 million men and women were unemployed throughout Europe, five million more than a year previously. Moreover, the situation may well still have further to play out: experience of previous recessions suggests that the full effect of the downturn upon employment has yet to materialise. Eurofound’s analysis of restructuring and job loss over the past year is collated and reviewed in this, the fourth annual report of the European Restructuring Monitor. Title: The Integration of Migrants and its Effects on the Labour Market
Abstract
This study provides an overview of the situation of immigrants in the European Union, by focusing on the process of their integration and its impact on the labour market. Section 1 provides information on the scale of the migration phenomenon, focusing on the origin patterns of immigrants to the EU-27 and describing evidence about the need of immigrant workers. Section 2 explores in greater detail the employment situation of immigrants, their distribution across the industrial sectors and how this compares with the native population. The legal status of seasonal workers, posted workers and intracorporate transferees from outside the EU is outlined in Section 3, where immigration legislation for these types of workers is described. Section 4 explores obstacles to the integration of immigrants and their children within the educational system, as well as their assimilation into the labour market. The role of both restrictive immigration policies and of practical barriers to integration is investigated. The impact of immigration on the wages and on the welfare state is considered in Section 5, where evidence from empirical studies is compared with the results of opinion surveys. Section 6 concludes the study with an overview of the current implementation of antidiscrimination laws in EU Member States. The section describes best practices taken at the national and company level which have been successful in promoting the integration of immigrants, preventing discrimination and improving their social inclusion. Title: Cyprus: immigration, wage indexation and the adjustment in EMU
Abstract
This study reviews the labour market in Cyprus, with the focus on immigration and wage indexation, in the context of euro area participation and the need to safeguard competitiveness. Assessed vis-à-vis the usual macroeconomic and Lisbon benchmarks the Cypriot labour market performs better than the EU average. However, labour supply shortages, particularly in low-skill occupations, and the automatic inflation indexation of the wage-setting mechanism constitute important challenges that need to be addressed. Given the tight labour supply conditions, maintaining the supply of labour, through immigration flows and enhancing the domestic labour supply, would be paramount for ensuring wage moderation. Moreover, Cyprus' euro area participation and the need to safeguard competitiveness, as potential losses in competiveness in the new environment have a severe impact on the real economy, call for the wage indexation system to be revisited. Although there is no conclusive evidence that the cost-of-living-allowance (COLA) has contributed to a self-feeding inflationary spiral, this might have been due to past low inflationary conditions which have prevailed in Cyprus. However, wage indexation could exacerbate inflationary pressures. This may result in inappropriate real interest rates and wrong private expectations, thus hampering macroeconomic stability. Furthermore, allowing wages to reflect sector or company productivity gains would not only safeguard Cyprus competitiveness but also be conducive to a more efficient allocation of labour.

Title: The Czech labour market: room for further improvement
Abstract
Unemployment has fallen considerably during the recent period of record growth in the Czech economy. This has ended a long period of relatively jobless growth during which GDP was driven by advances in productivity and capital deepening rather than rises in employment. This country focus analyses the cyclical and structural factors underlying the Czech labour market performance to assess whether unemployment is set to continue falling or whether structural challenges still remain that are likely to hinder long-term employment growth. The Beveridge curve is used as a construct to examine the performance of the labour market.

Title: Long-term growth remains a challenge for Slovakia despite the current boom
Abstract
In recent years, Slovakia has introduced wide-ranging reforms in the tax, pension, social and health care systems. These reforms have increased incentives to work, to create jobs and to invest, and have thus fostered growth and economic catching-up. The supply-side driven growth has so far ensured favourable price and wage developments. However, it is not clear whether this positive trend will continue in the medium term. The availability of a sufficiently skilled labour force has decreased significantly while young and unskilled unemployed have so far not benefited to any significant degree from the strong employment growth. At the same time, the public education system does not seem to be ensuring that everybody has sufficient skills to participate in the labour market, and is failing young people from disadvantaged backgrounds in particular. Moreover, R&D investment in Slovakia has been very low and falling in recent years. Hence, in order to ensure that employment and productivity continue to grow strongly in the coming years, Slovakia should focus on improving educational attainment and stimulating R&D investment.

There are no policies or programmes that particularly promote the participation of young people with disabilities in the open labour market. In Spain disability is officially recognised when the competent evaluation services assess a person as having a minimum 33% disability level. This evaluation is carried out by regional governments and there are differences among regions, which can result in a person obtaining a disability certification in one region when they may not in another. Denmark is a welfare society. The current aspiration of Danish disability policy is equal treatment for all, regardless of physical or mental capacity. This objective is the result of an evolutionary process, the effect of which is that people with disabilities are increasingly integrated into society and into the open labour market. In Denmark, labour market policy is targeted at integration and retention. Based on the principle of compensation, society offers people with disabilities a range of services in order to limit the consequences of impairment as much as possible and also to provide disabled people, as far possible, with equal opportunities on the open labour market.
