Title: Minimum wages in Europe : Background paper
Abstract
This background paper from the European Foundation has been drafted to coincide with the European Parliament's hearing on 12 September 2007 in Brussels on the "Role of the minimum wage/minimum income for social inclusion in the EU". The focus of the paper is on minimum wage provisions in Europe; it represents a brief synthesis of relevant Foundation research, supplemented with OECD/Eurostat data where such data is more up to date. It aims to give, in summary fashion, an overview of developments in minimum wage/minimum income provision at Member State level. It also aims to outline the perspectives of the social partners and provide some pointers regarding current and emerging policy issues. [Author vide Copyright]

Title: Sector-level bargaining and possibilities for deviations at company level : Austria
Abstract
The legal basis of collective bargaining in Austria is laid down by the Labour Constitution Act (ArbVG). According to the ArbVG, collective agreements can be concluded only between collective organisations of employers and employees. Therefore, the Austrian labour law systematically benefits multi-employer bargaining. Consequently, the overwhelming majority of collective agreements are concluded at sectoral level. [Eurofound]

Title: Sector-level bargaining and possibilities for deviations at company level : Belgium
Abstract
The Belgian collective bargaining system is highly institutionalised and coordinated. Over 90% of employees are covered by a collective agreement, placing Belgium among the countries with the highest coverage in Europe. Also, the Belgian trade unions have a relatively high level of membership compared with the European average, with over 50% of employees belonging to a union. The same applies to the organisation rate of employers, as over 70% of employees work for an employer that is organised. [Eurofound]

Title: Towards an European minimum income
Abstract
This study examines whether it would be appropriate to introduce a guaranteed minimum income (GMI) at European level. It begins by describing the features of GMI systems implemented in the Member States for individuals of working age who are fit for work as well as the challenges they encounter and current trends. The study then looks at the legal feasibility of a binding European instrument relating to GMI schemes. A careful analysis both of institutional initiatives (Commission, Council) and of Community legislation shows that Article 153(1)(h) of the Treaty on the Functioning of the European Union, on the integration of persons excluded from the labour market, might provide a promising legal basis for future EU initiatives in this area. The financial cost of a revaluation of national GMIs has also been analysed in accordance with various scenarios, taking into account poverty lines and GMI take-up. This cost, estimated at the very least to be EUR 17.2 billion, should be borne by a European social solidarity fund either financed by the European Union or co-financed by the EU and the Member States.
