Abstract
This publication aims to inform the scientific community, administration and private industry about research organisations and main research institutes involved in fisheries and aquaculture. It completes the European Directory of Research Centres in the Fisheries Sector, edited by the Commission in 1994, which focuses more specifically on a detailed list of all institutes involved in research in the fisheries sector. All EU countries (except Luxembourg) plus three associated countries, Norway, Iceland and Israel, have contributed with a national presentation of their research scheme. Abstract
Fishing and aquaculture are important economic activities in the European Union, in particular in coastal areas where there are few alternatives. They help to supply the European market, on which demand now tends to outstrip supply. Faced with both the worrying problem of dwindling fish stocks and the challenge of a globalised economy, our fishing industry has, for some years now, been undergoing a process of change essential to the long-term exploitation of resources and a return to competitiveness.Under its common fisheries policy (CFP), the Community is taking an active part in this restructuring via the Financial Instrument for Fisheries Guidance (FIFG). To help with the conversion and diversification of their economic fabric, most of the areas dependent on fishing can also apply for funding from the European Regional Development Fund (ERDF) and the European Social Fund (ESF). | Angesichts des Besorgnis erregenden Problems der immer kleiner werdenden Fischbestände und der Herausforderungen einer globalisierten Wirtschaft vollzieht sich im Fischereisektor in der EU schon seit mehreren Jahren ein Wandlungsprozess, der für eine nachhaltige Bewirtschaftung der Ressourcen und die Sicherung der Wettbewerbsfähigkeit unverzichtbar ist.Im Rahmen der Gemeinsamen Fischereipolitik (GFP) beteiligt sich die Gemeinschaft mit dem Finanzinstrument für die Ausrichtung der Fischerei (FIAF) aktiv an dieser Umstrukturierung. Diese werden uns nur dann weiter Nutzen bringen können, wenn wir achtsam mit ihnen umgehen in einer Zeit, da ihre Ressourcen durch verschiedene negative Einflüsse, nicht zuletzt durch unsere wachsenden technischen Nutzungsmöglichkeiten, ernsthaft bedroht sind. Die beschleunigte Abnahme der biologischen Vielfalt der Meere durch Umweltbelastungen, Auswirkungen des Klimawandels und Überfischung sind Warnsignale, die wir nicht ignorieren können. Das Grünbuch baut auf den bestehenden EUPolitiken und -Initiativen auf und fügt sich in die Strategie von Lissabon ein, wobei ein angemessenes Gleichgewicht zwischen wirtschaftlicher, sozialer und ökologischer Dimension im Rahmen einer nachhaltigen Entwicklung angestrebt wird. Title: Analysis of the economic and social importance of Community fishing fleet using bottom gears in the high seas

Abstract
This report presents a description of the Community fleet using bottom gears (fishing gears which are in contact with the seabed) on the high seas (waters located beyond national jurisdiction), together with an analysis of its economic and social importance. Where possible, the importance is disaggregated by fishing activities in Exclusive Economic Zones (EEZs), regulated high seas areas and unregulated high seas areas. The need for this study arises from international moves to address the effects of fishing with bottom gears on vulnerable marine ecosystems and in view of a Communication on the EU policy in respect of this. Catches from deep sea fisheries increased by 440% between 1975 and 2005 (high seas and EEZs), compared to a 47% increase for global marine catches. There is growing concern over the impact of fishing using gears that come into contact with the seabed (bottom gears), in particular in deep-sea areas where vulnerable marine ecosystems including seamounts, hydrothermal vents and cold water corals are located. The EU is an important stakeholder in high seas bottom gear (HSBG) fisheries: five of the eleven countries responsible for 95 % of the reported high seas bottom trawl catches in 2001 were EU Member States (Spain, Portugal, Latvia, Lithuania and Estonia). The key EU Member States considered in this report are Estonia, France, Ireland, Latvia, Lithuania, Poland, Portugal and Spain. Although there is no commonly agreed definition for deep-sea species or fisheries, they occur at depths from 400 to over 2 000 metres, often on continental slopes or associated with seamounts, and the species are often slow-growing and vulnerable to over-exploitation. Deepwater species include orange roughy (Hoplostethus atlanticus), oreos (Allocyttus spp., Pseudocyttus spp.), alfonsinos (Beryx spp.), redfish (e.g. Sebastes mentella, S. marinus), roundnose and roughhead grenadiers (Coryphaenoides rupestris and Macrourus berglax), blue ling (Molva dypterygia), Greenland halibut (Reinhardtius hippogl

Abstract
This guidance document is aimed at national authorities in charge of programming 2007- 2013 EFF interventions and specifically at those responsible for organising the ex ante evaluation. It provides guidance which will also be of use for the evaluators who are appointed to carry out the ex ante evaluation. The working paper clarifies, in an indicative way, the content and organisation of an ex ante evaluation. It builds on the practice gained in the ex ante evaluation during the 2000-2006 programming period while taking into account the new regulatory context for the 2007-2013 period, in terms of the content of the Operational programmes and requirements for their evaluation. Member States should use the guidance flexibly, adapting it to their specific requirements in order to ensure that the ex ante evaluation meets their needs. Copyright authors.

Title: A Synthesis of the Mid-Term Evaluations of the FIFG 2000-2006 : Report to European Commission / Directorate General For

Abstract
The remainder of the FIFG programmes show various rates of progress. But, most should be able achieve a reasonable level of activity by the end of FIFG 2000-2006. The reasons for the relatively slow take-up of FIFG-funded programmes are multiple. A late start of the programmes in many instances and other administrative issues (cumbersome application processes, slow payments, lack of administrative resources, occasional problems with the availability of the State co-financing funds, etc) explain part of the lower-than-expected progress. More critically, a number of deeper systemic factors also appear to be at play. A lack of financially robust project sponsors, the uncertain economic prospects for the fisheries sector and the fragmentation of the industry tended to dampen the take-up of the programmes and it is not clear whether the promotion activities recommended by many mid-term evaluations will be sufficient to overcome the hesitancies of potential project sponsors. TOR 2 Defining social status and legal rights of women in EU fisheries, specifically identifying deficiencies
TOR 3 A comparative assessment of the women’s organisational support within EU fisheries
TOR 4 A comparative investigation of problems and obstacles preventing women’s greater involvement in EU fisheries
TOR 5 A comparative investigation of the opportunity and potential for women’s involvement in EU fisheries and adjacent activities
TOR 6 Analysis and presentation of potential interventions to solve the problems and exploit the opportunities identified above, with a view to gender equality and socioeconomic development in FDAs
