Abstract
The Statistical Requirements Compendium is a well-established reference document for the acquis communautaire in statistics. The Compendium is a tool for producers of official statistics, which summarises the key reference information for European statistical production. The structure of the 2008 edition of the Compendium generally follows the annual Statistical Work Programme of the Commission for 2008 which was adopted on the basis of the new multiannual Community Statistical Programme 2008 to 2012. Compared to the Statistical Work Programme of the Commission for 2007 which was the basis for the 2007 edition of the Compendium, the 2008 Statistical Work Programme introduces a new numbering system and a new structure of themes and modules. Title: Overview of European and International Legislation on Terrorist Financing
Abstract
Combating terrorist financing contributes to combating terrorism (terrorist acts and terrorist organisations). There is considerable international and European legislation on terrorist financing, and the initiatives taken in this field have increased significantly since the attacks of 11 September 2001. The main players, the United Nations, the Council of Europe, the Financial Action Task Force and the European Union have addressed the issue of terrorist financing from different perspectives (the types of financing, the possibility of freezing and confiscating assets, etc.) whilst generally linking this issue to measures taken to combat money laundering. Although the issue of the adoption and ratification of this legislation is fundamental, its operational and judicial application is no less important, with intelligence sharing now appearing to be one of the driving forces in combating terrorist financing. Similarly, managing the United Nations and European Union blacklists in a way that observes fundamental rights and which is subject to judicial review is essential for the impartial and realistic implementation of targeted asset-freezing actions.[European Parliament]

Furthermore, it identifies those provisions of the CFR which could be used when amending the Proposal for a Consumer Rights Directive in the framework of the legislative procedure. In this regard, the study suggests some amendments based on the CFR. The free trade agreement negotiated between the EU and the Republic of Korea (EU-Korea FTA or the Agreement) is far-reaching. Abstract
The FRA delivered an opinion on 31 May on the proposed EU law on the property consequences of registered international partnerships, following a request from European Parliament on 25 April 2012. The proposed regulation (COM(2011) 127 final) does not offer civil partners the same choice as married couples over which national law applies. The FRA's opinion concludes that the proposed law does not provide convincing reasons for denying registered partners a comparable choice as would be offered to married couples. This runs a serious risk of violating the principle of equal treatment under EU law. [Author vide copyright]

Abstract
Following a request by the European Parliament on 5 September 2012 for an analysis of the fundamental rights issues associated with the proposed EU data protection reform package, FRA issued its opinion on the draft legislation on 1 October 2012. This FRA opinion builds in particular on opinions published by the EDPS and the A29 WP which focus on data protection. It complements these by examining other relevant Charter rights. It focuses mainly on fundamental rights other than data protection, since the abovementioned opinions have thoroughly addressed this fundamental right. The FRA opinion looks at both the draft regulation and directive as part of one single data protection 'reform package'. [Author vide copyright]

Abstract
Drawing on evidence gathered in its surveys and reports, FRA submits a set of opinions aimed at improving the protection against discrimination. These could be taken into account in the implementation and the eventual reform of the EU legal framework on the protection against discrimination. The European Union (EU) adopted two prominent pieces of legislation in 2000 aimed at efficiently fighting discrimination. The Racial Equality Directive and the Employment Equality Directive together create a well-developed anti-discrimination framework. Their wide-ranging scope, precedence over and direct effect on national systems resulted in a robust legislative package that left no doubt of the EU’s legal commitment to protect those living in its territory from discrimination.Despite this decisive and influential step and the resulting progress made in many EU Member States’ legal systems, evidence gathered by FRA shows that discrimination remains part of the daily experience of too many Europeans. Looking into the reasons for the divide between the law on the books and the situation on the ground, FRA has identified various factors that prevent more effective implementation of legal provisions and other mechanisms designed to improve protection against discrimination. Abstract
The proposal to establish a European Public Prosecutor’s Office (EPPO), mandated to prosecute crimes against the financial interests of the European Union, raises a number of fundamental rights issues. Following a request from the European Parliament, FRA has published an Opinion that analyses these issues and suggests ways of answering fundamental rights concerns. FRA believes that provided it is a strong and independent institution, the EPPO could serve as a catalyst for harmonised EU legislation elevating the level of protection on matters such as criminal procedures, rights of victims of crime and data protection. However, the EPPO outlined in the proposal poses questions related to several fundamental rights issues, particularly with regard to the complex and at times unclear interaction between the national and EU level. This underlines the importance of judicial review of the EPPO’s activities, as well as raising the issue where the responsibility for such reviews should lie. [Author vide copyright]
