Title: The Cost of non Europe in the Field of Satellite Based Systems
Abstract
In recent years the European Union has become increasingly aware of its security and defence environment as it has taken on a growing international profile such as in relation to negotiations with Iran or in regional crisis management operations from the Balkans, Indonesia to the Democratic Republic of the Congo. According to the EU's landmark 2003 European Security Strategy these challenges are described as diverse in their form and in their objective, ranging from classical military hotspots to less conventional security threats targeting our societies. It is therefore to be expected that the EU and its Member States will want access to the full range of capabilities, including space-based capabilities, to successfully carry out its security and defence roles. Space technologies have evolved to become central enabling assets in modern defence and security systems. Space based assets use a neutral environment, i.e. outer space, to locate sensors or communication devices. In turn, space-based systems provide unique capabilities at all levels of the so-called information chain. Such systems provide unique capabilities for data acquisition worldwide, for long-range transmission and for focused dissemination of the information to users on the ground. Space applications can also be used for security in the broadest sense. For instance, at the EU level initiatives are being developed to respond to new security requirements, whether it concerns the constant monitoring of our planet or tackling more immediate threats such as terrorism or responding to vulnerable critical infrastructures in Europe and its neighbourhood. Space assets can also help monitor suspect industrial installations in the context of verification and disarmament activities. In such cases, both civil and military planners need access to information from space-based systems. Responding to natural and man-made crises also requires a capability to exploit large flows of complex data for a range of civil and military actors. [Europäisches Parlament]

The Black Sea Region (BSR) has emerged as an important intersection of political, economic and security considerations and is now firmly into the attention and policy focus of the European Union and other international organizations. Increased movement of people, terrorist threats, economic opportunity, diffusion of the political ideas and model of the Euro-Atlantic community, energy diversification and security are only a few of the phenomena worthy of sustained attention and multi-faceted policy. EU Member States are committed to the maintenance of a strong Defence Technological Industrial Base (DTIB) in Europe. At a meeting of the European Defence Agency (EDA) Steering Board in May 2007 Ministers declared that "a strong DTIB is a fundamental underpinning of the European Security and Defence Policy. It is our DTIB which supplies the bulk of the equipment and subsystems our armed forces require; which ensures that they have the best that world-leading technology can provide for them; and which guarantees that we can operate with appropriate independence”. Title: Hotel Safety
Abstract
As it is now, no common minimum standards exist that define the safety of hotels in Europe. The 1986 Council Recommendation on fire safety in existing hotels provides a basis for creating common minimum standards for fire safety in European hotels, but a number of stakeholders have raised concerns about its limited effect on hotel safety in Europe. Moreover, the Recommendation only deals with fire safety and leaves out for example such safety questions as pool safety, food safety (hygiene), and carbon monoxide safety. While the 1986 Council Recommendation has to some extent been implemented in all EU Member States, differences exist between Member States for instance as to whether the provisions apply to all hotels, or only to new or newly renovated establishments. On the EU level, the 1986 Council Recommendation was followed in 2003 by a Commission report on the safety of services, which concludes that there is a need for systematic data collection on service related injuries and accidents before further measures can be taken. Title: External Dimension of the Area of Freedom, Security and Justice
Abstract
The "external dimension" of the area of freedom, security and justice (AFSJ) was formalised in the Hague Programme on "strengthening freedom, security and justice in the European Union", approved by the European Council in its meeting of 4 November 2004. In 2005, the European Commission and Council published, at a few weeks interval, a Communication on "a strategy to the external dimension of the AFSJ" and a "strategy for the external dimension of JHA" in an effort to develop further the guidelines established by the European Council. The present study provides an overview of the various activities undertaken under the umbrella of this so-called "external dimension" (Section 1). It does so by scrutinising the coherence between the stated objectives of the EU in this domain, and the actual developments that have taken place since the approval of the Hague Programme, paying specific attention in the process to the issue of fundamental rights and freedoms. In the light of this assessment, the study also envisages the future prospects of the "external dimension" (Section 2), which will feature in particular in the next EU multi-annual programme on the AFSJ to be adopted in 2009 (the "Stockholm Programme" in its current denomination). We will, in this perspective, take into consideration what the Lisbon Treaty, should it enter into force, has in stock as regards the legal basis and Parliament competences in the context of the "external dimension", and develop a set of recommendations for the LIBE Committee insofar as this domain is concerned.[European Parliament]

Title: Space and Security : The Use of Space in the Context of the CSDP
Abstract
Space applications are best suited for dealing with an increasingly expanding concept of security. If, on the one hand, traditional customers are military users, on the other, a wider security and civilian community benefits from space services which are being developed in Europe in line with the evolution of Common Security and Defence Policy (CSDP) civilian and military missions. The study includes a twofold analysis. First, an analysis of CSDP missions and their operational context to be matched with the main space-based applications. Of course, the EU flagship programmes GMES and Galileo are taken into consideration. Second, an overview of the state-of-the-art of the different space programmes in Europe based on their compatibility with CSDP missions is provided. Building on this analysis, conclusions on the use of space in the context CSDP are drawn, focusing on strengths and weaknesses emerged. Finally, some recommendations addressed to the European Parliament are provided. [European Parliament]
