Title: Regional Cooperation in the Black Sea Area: Analysis of the Opportunities to Foster Synergies in the Region
Abstract
Following the Eastern EU enlargement and debates on the Constitutional Treaty, the Black Sea region has received increasing political, public and scholarly attention. This study examines the prospects for and the forms of economic , sectoral/thematic and political cooperation in the area from the perspective of the EU as well as of the local actors. The macroeconomic situation in the region is analysed as a major factor for commercial and economic cooperation. The complex networks of existing trade agreements is set in the context of national trade policies and the common commercial policy of the EU. Special attention is given to EU support for trade liberalization and regional economic integration around the Black Sea. Three specific facets of regional cooperation are considered transportation and infrastructure development, cooperation among local and regional authorities and the initiative of creating a Black Sea Euro-region, and the modalities of inter-parliamentary cooperation, with a particular emphasis on relations between the European Parliament and PABSEC. The institutional and political formats of regional cooperation are studied in an evolutionary perspective. The EUs gradual opening to multilateralism in the Black Sea area has faced the dilemma of choosing between two models of EU involvement in the region political umbrella and EU-BSEC inter-institutional relationship. The strengths and weaknesses of several home-grown formats of regional cooperation BSEC and GUAM are analysed as to their capacity of acting as the EUs main interlocutor. The paper examines also the degree of applicability in the case of Black Sea of previous experience in regional cooperation in the EUs periphery the Northern Dimension.[Krassimir Nikolov]

Title: Ensuring democracy and effective human rights protection in the Black Sea Region
Abstract
The completion of the fifth enlargement of the European Union (EU) with the accession of Bulgaria and Romania transformed the union into a Black Sea actor. Irrespective of whether we choose not to question the statute of the Black Sea area as a region or attempt to grasp its complexity, it remains a strategic cross-road and a cultural melting pot at the confluence of Europe, Central Asia and the larger Middle East. The area is marked by longstanding human interaction beyond shifting political borders. However, given its legacy of a strategic buffer zone, as well as its reputation of important transportation hub, the Black Sea region is being primarily regarded from the angle of geo-strategic considerations. Title: Black Sea regional policy approach : a potential contributor to European Energy Security
Abstract
The January 2006 gas row between Russia and Ukraine rekindled the energy debate with a particular accent on the need for diversification. The situation characterized by a double monopoly – Russian monopoly on gas supply and Ukrainian monopoly on transit system – was not sustainable. Europe's vulnerability on natural gas, accentuated by the Ukrainian gas crisis and the increasing skepticism emanating from the Union's new members, has brought about the need to reassess the EU's energy situation. In January, the European Commission tabled a comprehensive package of ambitious proposals for a “New Energy Policy for Europe”. Title: Area of Freedom, Security and Justice and the Black Sea Region
Abstract
The Black Sea Region (BSR) has emerged as an important intersection of political, economic and security considerations and is now firmly into the attention and policy focus of the European Union and other international organizations. Increased movement of people, terrorist threats, economic opportunity, diffusion of the political ideas and model of the Euro-Atlantic community, energy diversification and security are only a few of the phenomena worthy of sustained attention and multi-faceted policy. The European Neighbourhood Policy is presently the main framework guiding EU activities in this part of the world. Title: The European environment – state and outlook 2010 : Marine and coastal environment
Abstract
European marine regions include the north-east Atlantic and Arctic oceans, and the Mediterranean, Black and Baltic seas. Human activities — such as fishing, aquaculture and agriculture — and climate change cause large and severe impacts on Europe's coastal and marine ecosystems. The EU objective of halting biodiversity loss by 2010 has not been met in either the coastal or the marine environment. Recognising the need for an integrated ecosystem-based approach to reduce pressures, the EU Integrated Maritime Policy allows for the development of sea-related activities in a sustainable manner. Its environmental pillar, the Marine Strategy Framework Directive, aims to deliver 'good environmental status' of the marine environment by 2020, and the Common Fisheries Policy will be reformed in 2012 with the aim of achieving sustainable fisheries. Complementary policy efforts include the EU Water Framework Directive and other freshwater legislation, and the Habitats and Birds Directives. [Author vide copyright]
