Abstract
At European level, the debate on flexicurity is currently high on the employment and social policy agenda. Member States are reflecting on the best way to adapt their systems to the "new reality" of maintaining the balance between the need for flexibility in the labour market to allow companies to adapt their production methods and their workforce as a result of pressure from globalisation and technological progress while providing the necessary security for workers at the same time. This background paper was prepared for a hearing on the Commission's Green Paper "Modernising labour law to meet the challenges of the 21st century" held by the European Parliament Committee on Employment and Social Affairs on 21 March 2007. Title: Added value of the European Globalisation Adjustment Fund : A comparison of experiences in Germany and Finland
Abstract
This report aims to compare EGF experiences in two countries: Germany and Finland. In both countries, changes in market patterns have affected mobile phone and component manufacturers, with BenQ in Germany and Perlos in Finland shifting production from Europe to low-cost countries in Asia with resulting large-scale factory closures and thousands of workers losing their jobs. The purpose of this case study is to explore the support measures implemented as a result of EGF intervention and the added value of the EGF in these two cases.[Author vide Copyright]

Abstract
...l’insertion dans la mondialisation pourrait être mieux maîtrisée et, transitoirement, la politique commerciale extérieure commune, en mettant dans une certaine mesure le marché communautaire à l’abri de chocs commerciaux trop forts en provenance de pays tiers, pourrait favoriser la réallocation actuelle de ressources intra- européennes consécutive à l’élargissement à l’Est. Or, les outils actuels de cette politique contre plusieurs formes de concurrence déloyale sont insuffisants (produits fabriqués sans normes sociales ou environnementales, produits contrefaits, etc). Une politique de normalisation minimale en la matière apparaît nécessaire et urgente. Elle serait à concevoir au niveau des instances communautaires pour être ensuite activement négociée au sein de l’OMC, malgré les difficultés à attendre d’une telle entreprise.

Abstract
...the objectives of the single European regions for the next cycle of planning 2007-2013 are without a doubt orientated towards full respect of the Community Strategic Orientations on the subject of cohesion ... It is necessary, however, to reflect upon the efficaciousness of the action of structural funds on the whole European territory, in that if on the one hand it is true that during the past economic- financial planning cycles some European regions have benefited from specific funds and actions aimed at reducing the gap between them and other regions, on the other hand it can be seen that the efficaciousness and efficiency of spending has not been guided by the attainment of a common objective and shared as part of precise development strategy. On the contrary, most times the Administrations have been guided by the attainment of an objective linked to overall spending, or to expenditure in relation to the financial resources employed, thus not contributing to generating the primary conditions for the economic development of a territory.

Title: Study of the Effects of Globalization on the Economic Viability of EU Forestry
Abstract
Globalization is not a purely contemporary phenomenon. According to Chanda (2007) it has “worked silently for millennia without being given a name.” Indeed, globalization processes are continuously evolving, driven by the economic aspirations of millions around the globe— the more people involved, the faster the globalization is. This study’s goal is to analyze the effects of globalization—defined as the integration of economic activities, primarily via markets—on the economic viability and global competitiveness of the European Union (EU) forest sector, in particular forestry. It covers the entire EU, including the accession and the western Balkans countries, from the present to 2030. It also includes a (limited) review of cultural, social, and political globalization.
